Objectives

The primary objective of this tender is to procure services for the repairs and maintenance of rental stocks at specified locations, namely 21 Nyala, 203 Steenbok, and 1 Nerina Flats, on behalf of the Msunduzi Municipality. The aim is to ensure the rental properties are maintained to a satisfactory standard, complying with relevant legislation and standards, and to support the municipality’s infrastructure and service delivery goals.

Scope

The scope of work includes:

• Repairs and maintenance of rental properties at the specified addresses.
• Carrying out alterations, removal of existing work, carpentry, joinery, tiling, plumbing, drainage, electrical work, and painting as detailed in the specifications.
• Provision of materials, labor, and equipment necessary for the completion of the works.
• Adherence to specified standards, legislation, and contractual conditions, including warranty and defect liability periods.

The work covers all aspects necessary to restore and maintain the rental units in good condition, including compliance with health and safety regulations.

Technical Requirements

The technical requirements include:

• Compliance with the General Conditions of Contract by National Treasury (GCC 2015) and the Msunduzi Municipality’s conditions.
• Adherence to specifications for each work category such as carpentry, tiling, plumbing, electrical, and painting.
• Use of new, standards-compliant materials (e.g., SANS 1200, NBR).
• Provision of samples where specified, and submission of detailed implementation plans.
• Completion of works within the stipulated contract period, with penalties for late delivery.
• Guarantee/warranty period of 12 months from date of completion.
• Submission of necessary insurances and compliance documentation within specified timeframes.
• Attendance at site inspections and adherence to health and safety regulations as per Occupational Health and Safety Act (Act No. 85 of 1993).

Skills and Experience Requirements

Prospective tenderers must demonstrate:

• Experience in executing similar building repairs and maintenance projects, with at least three completed projects supported by certificates of satisfactory completion.
• Qualified personnel with relevant educational qualifications and experience, including CVs for proposed professionals.
• Management and operational resources, including office facilities, workforce (full-time and trainees), and plant/equipment.
• Registration with relevant professional bodies and compliance with CIDB grading of 1GB or higher.
• Specialist registration where applicable, e.g., Electrical Contractors Board (ECB) for electrical works, Institute of Plumbing South Africa (IOPSA) for plumbing.
• Ability to produce detailed work plans, implementation strategies, and management schedules.
• Knowledge of relevant legislation, standards, and municipal policies, including health and safety regulations.
