Objectives

The primary objective of this tender is to establish a rate-based contract for the repair and maintenance of flooring at Frere Hospital over a period of twelve months. The contract aims to facilitate the provision of flooring repair and maintenance services as needed, ensuring the hospital's flooring remains in good condition without guaranteeing specific volumes of work.

Scope

The scope includes:

• Rendering flooring repairs and maintenance services on an as-needed basis.
• Inclusion of unspecified items under the flooring maintenance commodity, with proven costs submitted for items not specified but approved by the project manager.
• Issuance of Work Orders (W/O) for repairs, with monthly invoicing based on completed job cards at agreed rates.
• Work to be performed only upon issuance of official Work Orders and Purchase Orders from the hospital’s Supply Chain Management.
• Removal of all flooring rubble from the site and maintaining a safe, clean project area.

Technical Requirements

The technical specifications for flooring include:

• Preparation of concrete floors with a 2mm screed.
• Installation of half-round skirting prior to vinyl laying.
• Laying of vinyl sheeting (Superflex 2mm, Superflex 2.5mm, Polyflor 2mm) with welded joints and sealing.
• Fitting PVC skirtings (75mm and 100mm), aluminium cover strips, and stair-nosing strips.
• Applying two coats of water-based floor sealer.
• Laying of Berber Point carpeting and underfelt.
• Ensuring all work complies with hospital standards and specifications.

Skills Requirements

The successful bidder must demonstrate:

• Registration with relevant industry bodies such as the Masters Builders Association or NHBRC.
• Valid CIDB grading of at least GB (minimum) for construction works.
• Proof of workmen’s compensation registration (DoL or FEM).
• Experience with vinyl and carpeting work, with contactable references for projects valued between R500,000 and R1,000,000 within the last five years.
• Capacity to provide skilled personnel capable of executing flooring repairs and maintenance to hospital standards.
