Objectives

The primary objective of this tender is the replacement of the asbestos bulk line from the Water Treatment Plant to the Bloedfontein Reservoir, Phase 4. The project aims to upgrade and ensure the safety, reliability, and environmental compliance of the water supply infrastructure using labour-intensive methods where possible, with a focus on local employment and targeted procurement goals.

Scope

The scope of work includes:

• Earthworks, bedding, pipe laying, backfilling, pressure testing, and concrete works for the new pipeline.
• Replacement of air valves, non-return valves, and associated fittings.
• Construction of new pipelines along specified routes from the Water Treatment Plant to Bloedfontein Reservoir, Phase 4.
• Management of temporary works, site establishment, and traffic accommodation.
• Environmental management, safety measures, and compliance with relevant standards and regulations.
• Coordination with existing services and infrastructure, including disposal of surplus and unsuitable materials.

Technical Requirements

The technical scope includes:

• Design, procurement, and installation of medium and high-pressure pipelines, fittings, valves, and associated infrastructure as per specified standards (SABS 1200 series, SABS 1921, etc.).
• Use of labour-intensive methods for excavation, backfilling, and pipe installation, with provisions for mechanical methods in unpredictable conditions.
• Hydrostatic testing of pipelines, with specified pressure and duration, to ensure integrity and leak-proofing.
• Implementation of environmental management plans, safety protocols, and compliance with Occupational Health and Safety Act (Act No 85 of 1993).
• Provision for temporary traffic management, signage, and safety measures during construction.
• Accurate record-keeping of as-built drawings, inspection reports, and safety documentation.

Skills Requirements

The tender specifies the following skills and personnel requirements:

• Qualified Construction Manager/Team Leader with a minimum NQF Level 7 qualification in Civil Engineering, registered with ECSA or equivalent.
• Experienced Site Agent with a minimum NQF Level 6 qualification in Civil Engineering or equivalent, with relevant experience in similar projects.
• Qualified Safety Officer with a minimum Level 5 Occupational Health and Safety qualification, registered with SACPCMP, and experienced in construction safety management.
• Key personnel including Contracts Manager, Site Agent, Safety Officer, Site Foreman, and specialized supervisors, with proven experience in water infrastructure projects.
• Skilled labourers trained in labour-intensive construction methods, safety procedures, and environmental management.
• Provision of certified copies of qualifications, CVs, and proof of relevant experience for key personnel.
