Objectives

The primary objective of this tender is to facilitate the replacement of skylight roofing, installation of parking bay shade net, painting, and execution of minor internal and external works at Victoria Lake Inn, Simmerpan Germiston. Additionally, the tender aims to promote the inclusion of Local Content and Production targets, support SDL&I (Supplier Development, Local Content & Industrialisation) objectives in line with RDP goals, and ensure compliance with relevant procurement policies.

Scope

The scope of work includes:

• Replacement of skylight roofing
• Installation of parking bay shade net
• Painting works
• Execution of minor internal and external works at Victoria Lake Inn, Simmerpan Germiston

The project duration is seven (7) months, and tenderers are required to propose the type and number of jobs created and retained as a direct result of the contract award.

Technical Requirements

Objective Criteria & Local Content

Tenderers must meet minimum thresholds for Local Production and Content as stipulated, and adhere to objective criteria aligned with PPPFA requirements. Failure to meet these criteria may result in disqualification or the recommendation of the second-ranked tenderer.

SDL&I Commitments & Performance

• Tenderers are encouraged to submit proposals demonstrating the creation and retention of jobs.
• Failure to meet SDL&I obligations will attract a penalty of 2.5% of the invoice amount (excluding VAT).
• As security, Eskom will apply a penalty of 2.5% of each invoice amount for non-compliance with SDL&I obligations.
• Suppliers must submit an approved compliance report within 28 days after contract award, which will be reviewed and accepted by SDL&I representatives.

Reporting & Monitoring

Suppliers are required to:

• Complete and submit data collection templates on SDL&I compliance.
• Implement corrective measures if SDL&I obligations are not met before the next reporting cycle.
• Ensure ongoing compliance throughout the contract period.

Market Research

The tender process includes market analysis involving current suppliers, potential suppliers, and testing the market via the Eskom vendor database to inform targets and strategies.

Validity of Sworn Affidavits

All B-BBEE Sworn Affidavits submitted must be valid, properly signed, and meet specific criteria, including authorisation, enterprise details, black beneficiaries' percentage (if applicable), and signing in the presence of a Commissioner of Oath. Affidavits must accurately reflect financial data and be signed and stamped by the Commissioner.
