Objectives

The primary objective of this tender is to commission a geotechnical investigation to support the development of a hybrid solar photovoltaic (PV) system at NRF-SAAO in Cape Town. The investigation aims to assess ground conditions, groundwater presence, and potential environmental and heritage impacts to inform the planning, design, and mitigation measures for the proposed ground-mounted solar PV installation.

Scope

The scope of work includes:

• Excavation and testing of six test pits at designated locations around the site, including the proposed cable routes and infrastructure areas.
• Preparation of a topographical survey of the entire site, updating existing data if necessary.
• Environmental impact screening to evaluate potential environmental effects, including flood risk mitigation.
• Heritage sensitivity screening to identify archaeological, historical, or cultural sites that may be affected by the development.
• Geotechnical laboratory soil testing and compilation of a comprehensive geotechnical report.
• Assessment of groundwater presence and effects, including water table analysis.
• Provision of detailed findings, including recommended depths for test pits and mitigation strategies.

Technical Requirements

The technical requirements for the investigation are as follows:

• Excavate six test pits to depths specified in the quotation, with the depth clearly stated.
• Conduct a topographical survey of the entire site, referencing existing plans from August 2009 and updating as needed.
• Perform environmental impact screening to determine the need for further assessments and mitigation measures.
• Carry out heritage sensitivity screening to identify any heritage resources and develop strategies to minimize impact.
• Include a soil laboratory analysis and geotechnical assessment in the report.
• Assess groundwater conditions, including the presence and influence of the water table.
• Provide a comprehensive report with findings, recommendations, and mitigation strategies for flooding and heritage impacts.

Skills Requirements

The successful bidder must demonstrate:

• Qualification and registration of a geotechnical engineer overseen by ECSA or equivalent certification.
• Certification and proof of competence in environmental impact screening, provided by a qualified Environmental Assessment Practitioner (EAP).
• Certification from a registered land surveyor (SAGC) for conducting topographical surveys.
• Heritage screening certification from a qualified Heritage Practitioner (APHP).
• Experience in geotechnical investigations, soil testing, and report preparation.
• Ability to assess groundwater conditions and environmental impacts relevant to solar PV development.
• Provision of appropriate insurance coverage (public liability, professional indemnity, etc.) and compliance with health and safety regulations.
