Objectives

The primary objectives of the tender are to appoint qualified professional civil engineering consultants to provide comprehensive services for the assessment, design, upgrade, and rehabilitation of stormwater ponds at Cape Town International Airport (CTIA). The aim is to enhance drainage efficiency, mitigate flood risks, ensure compliance with environmental and regulatory standards, and support airport expansion and operational resilience. The project also seeks to incorporate climate-adaptive stormwater management technologies, improve detention infrastructure, and ensure long-term sustainability and safety of stormwater systems.

Scope

The scope encompasses all phases of the project, including:

• Site assessments, data collection, and investigations
• Preliminary and detailed design of stormwater ponds, spillways, outlet structures, and hydraulic systems
• Environmental impact assessments and regulatory compliance
• Upgrade and rehabilitation of existing detention ponds and associated infrastructure
• Construction documentation, procurement, and contract administration
• Construction supervision, quality control, and site inspections
• Commissioning, handover, and project close-out
• Coordination with stakeholders, environmental management, and safety protocols

The project involves multidisciplinary services, including civil, geotechnical, hydraulic, environmental, electrical, ecological, and safety management disciplines, ensuring integrated delivery aligned with airport operational requirements.

Technical Requirements

The technical requirements include:

• Design of stormwater detention and retention systems capable of managing storm events up to 1:50-year return periods
• Assessment and modeling of existing pond drawdown rates, overflow routes, and retention times
• Upsizing and replacing outlet pipes, spillways, and flow control devices to meet increased capacity and discharge thresholds
• Incorporation of sustainable and climate-resilient stormwater management practices, including SuDS principles
• Structural assessment and certification of pond embankments, spillways, and outlet works
• Implementation of energy dissipation, seepage control (GCL, HDPE liners), and erosion protection measures
• Integration of automated sensors and SCADA systems for real-time monitoring and early warning
• Compliance with national and municipal standards, environmental regulations, and dam safety requirements
• Preparation of detailed design, construction drawings, specifications, and procurement documentation
• Supervision of construction activities, quality assurance, and safety management
