Objectives

The primary objective of this tender is to appoint an accredited service provider to conduct rate-based training on Occupational Health and Safety (OHS), Health & Safety Representatives, and Employer Representatives (16.2) within Ecdoh Facilities. The training aims to enhance the skills and knowledge of approximately 1850 employees across all districts in the Eastern Cape Province over a period of 36 months, ensuring compliance with Department of Labour requirements and improving workplace safety standards.

Scope

The scope includes:

• Provision of accredited training on Occupational Health and Safety, Safety & Health Representatives, and Employer Representatives (16.2).
• Training to be conducted in all health care facilities within the Eastern Cape Province, covering various districts and facilities including hospitals, psychiatric facilities, and nursing colleges.
• Follow-up assessments at six months post-training.
• Development of training materials aligned with national standards and facilitating training delivery by qualified facilitators.
• Training of employees in relevant units and ensuring practical and theoretical coverage of unit standards aligned with NQF levels.

Technical Requirements

The technical requirements for the service provider include:

• Registration as a training provider with SETA or QCTO, with proof of accreditation.
• Facilitators must possess OHS qualifications relevant to the public health sector, with experience in facilitating OHS programs.
• Provision of training materials aligned with SAQA unit standards and a comprehensive training delivery strategy.
• Development of a detailed training plan including curriculum, theory, practical hours, and assessment methods.
• Provision of facilitators with appropriate qualifications and experience, including CVs and proof of registration.
• Availability of office space with adequate facilities for training and administrative purposes.
• Implementation of learner registration, progress tracking, and assessment security procedures.
• Compliance with all relevant legislation, health and safety policies, and energy management strategies.

Skills Requirements

The skills and qualifications required from the service provider and facilitators include:

• Registered and accredited training provider with SETA or QCTO.
• Facilitators with OHS qualifications aligned to the relevant NQF levels (Levels 2, 3, and 5) and experience in public health sector training.
• Proven experience in facilitating occupational health and safety training programs, with contactable references from similar projects within the public sector.
• Development and delivery of training manuals and materials aligned with national standards.
• Ability to develop and implement training strategies, including practical and theoretical assessments.
• Administrative skills for learner management, progress tracking, and reporting.
• Office space with adequate facilities for training delivery and administrative support.
• Knowledge of relevant legislation, safety protocols, and quality assurance standards.
