Objectives

The primary objective of this tender is to appoint a qualified service provider to supply a suitable office space for SITA East London through an operating lease agreement for a period of five (5) years. The office space must meet specific technical, functional, and accessibility requirements to support SITA's operational needs and employee wellness policies.

Scope

The scope of the bid includes:

• Provision of approximately 700m² of commercial office space in a single building located in East London, Eastern Cape.
• Leasing of the office space for five years.
• Provision of 35 covered parking bays, including at least 2 disabled parking bays.
• Compliance with building grading requirements (Grade A or B).
• Ensuring building design, construction, and appearance meet SITA standards and regulatory requirements.
• Accessibility features for disabled persons, including ramps, elevators, and accessible toilet facilities.
• Provision of electrical, mechanical, plumbing, fire safety, and security systems compliant with relevant standards.
• Tenant installation contributions and benefits, including fit-out allowances and beneficial occupation periods.
• Maintenance of building systems and compliance with safety and building regulations.

Technical Requirements

The technical requirements encompass:

• Building grading of at least B, preferably Grade A, with high-quality finishes, air-conditioning, and onsite covered parking.
• Building compliance with the National Building Regulations and Occupational Health and Safety Act.
• Accessibility for disabled persons, including ramps, elevators, and designated parking bays.
• Electrical installations must have a valid Certificate of Compliance (COC) and meet SABS standards.
• Mechanical systems, including HVAC and lifts, must be maintained, upgraded, or replaced as needed, with appropriate certifications.
• Provision of backup power supply, energy-saving devices, and water supply with contingency measures for disruptions.
• Office space layout must support open plan workstations, with a separate entrance and reception for SITA, and emergency exits.
• Building security, fire detection, suppression systems, and evacuation signage must be in place and compliant.
• Lift systems must accommodate at least 8 persons, be wheelchair accessible, and have recent inspection certificates.

Skills and Competency Requirements

The bidder must demonstrate:

• Expertise in property management, building construction, and maintenance compliant with South African standards.
• Qualifications and registration of electrical, HVAC, plumbing, and fire safety contractors with relevant authorities.
• Ability to provide professional services including building inspections, certifications, and ongoing maintenance.
• Capacity to deliver tenant fit-out and installation services, including provision of tenant installation allowances.
• Experience in managing accessibility features for disabled persons and compliance with relevant legislation.
• Capability to conduct site inspections, presentations, and demonstrations during the evaluation process.
• Ability to provide business continuity and disaster recovery plans.
• Compliance with confidentiality, non-disclosure, and procurement regulations.
