Objectives

The primary objective of this tender is to procure professional multidisciplinary services for the refurbishment of external buildings at King Shaka International Airport. The scope encompasses architectural, engineering, project management, quantity surveying, health and safety, procurement, construction monitoring, and project close-out services. The services are to be delivered over a period not exceeding 60 months, ensuring the facilities meet operational, safety, and environmental standards, with an emphasis on quality, compliance, and operational readiness.

Scope

The scope includes:

• Design, approval, and supervision of refurbishment works for various airport buildings including offices, parkades, cooling towers, fire & rescue, gate houses, maintenance buildings, and others.
• Phased delivery from planning, concept, viability, detailed design, procurement, construction supervision, to project close-out.
• Coordination of all technical disciplines, interface management, and operational readiness (ORAT).
• Ensuring works are suitable for a coastal environment with an operating life exceeding 20 years.
• Full site management, safety, quality control, and compliance with relevant standards and regulations.

Technical Requirements

The technical requirements include:

• Adherence to NEC 3 Professional Services Contract (PSC) conditions, including activity-based project stages.
• Provision of detailed programmes, progress reports, and regular meetings.
• Preparation of all technical drawings, specifications, and documentation compliant with South African standards and international best practices.
• Implementation of quality assurance systems based on ISO 9000 or equivalent.
• Provision of full-time construction monitoring with qualified personnel.
• Management of interfaces with other contractors and stakeholders to minimize delays and disruptions.
• Compliance with airport security, health, safety, and environmental regulations, including permits and access controls.
• Provision of appropriate insurance coverage, including professional indemnity.

Skills Requirements

The tender mandates the following skills and qualifications:

• Structural Engineer: Registered with ECSA (Pr.Eng/Pr.Tech.Eng), minimum 1 year post-registration experience in building projects.
• Electrical Engineer: Registered with ECSA, minimum 1 year post-registration experience.
• Mechanical Engineer: Registered with ECSA, minimum 1 year post-registration experience.
• Quantity Surveyor: Registered with SACQSP, minimum 1 year post-registration experience.
• Health & Safety Agent: Registered with SACPCMP, minimum 1 year experience in building projects.
• Level 3 Supervisor/Manager: Minimum 3 years supervisory experience in refurbishment projects, with a minimum NQF 6 qualification in the built environment.
• All key personnel must demonstrate relevant experience, qualifications, and registration with appropriate professional councils.

The team must be capable of managing multidisciplinary tasks, ensuring compliance with standards, and coordinating effectively with airport operations and security protocols.
