Objectives

The primary objective of this tender is to appoint a qualified security services company to provide comprehensive security services to the Council on Higher Education (CHE) for a period of three years. The selected service provider will be responsible for ensuring the safety and security of CHE premises, personnel, and assets through guarding, access control, monitoring, emergency response, and related security functions.

Scope

The scope of work includes:

• Provision of guarding and access control services 24/7, 365 days a year, utilizing three guards per 12-hour shift.
• Monitoring of CCTV cameras and management of keys and access control systems.
• Design and implementation of patrol routes, including night patrols with risk assessments and patrol frequency plans.
• Employment of trained security personnel with PSIRA certification, police clearance, and appropriate uniforms.
• Operation of a 24-hour control room within Gauteng Province, with rapid response capabilities.
• Provision of armed response services with a maximum response time of 10 minutes.
• Management of incident and occurrence records, lost items, and deliveries.
• Regular supervision, reporting, and coordination with CHE facilities.
• Compliance with legislative and regulatory requirements, including tax and security legislation.

Technical Requirements

The technical specifications include:

• Minimum of 60 months of continuous experience in the security industry.
• Provision of fully trained security officers with valid PSIRA certificates, police clearances, and first aid and firefighting training.
• Establishment of a control room within Pretoria or Tshwane, with proof of operational control systems.
• Deployment of three fully equipped guards per shift, with Grade C minimum classification.
• Implementation of patrol plans, risk assessments, and incident management procedures.
• Provision of cell phones with data and cameras to security personnel on duty.
• Adherence to dress code, conduct, and professional image standards.
• Provision of armed response units with rapid deployment capabilities and panic button installations.
• Maintenance of accurate access control and incident records, ensuring confidentiality and compliance with POPI Act.
• Regular reporting, supervision, and monthly meetings with CHE facilities administrators.

Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in security services, particularly guarding, access control, and emergency response.
• Proficiency in operating security control room systems, CCTV monitoring, and patrol management.
• Qualified and trained security personnel with valid PSIRA registration and police clearance.
• Ability to design and implement effective patrol routes and risk assessments.
• Strong supervisory and reporting skills, including maintaining occurrence books and incident logs.
• Capability to respond swiftly to emergencies with armed response units.
• Good communication skills in English, professional appearance, and customer service orientation.
• Knowledge of relevant legislation, including the Labour Laws, Tax Compliance, and POPI Act.
• Capacity to provide detailed business proposals, technical and financial, with references and project experience.
