Objectives

The primary objective of this tender is to appoint a qualified service provider to undertake integrated water monitoring at King Shaka International Airport (KSIA) over a period of 36 months (3 years). The scope includes monitoring stormwater/surface water, groundwater quality, and biomonitoring to ensure compliance with environmental licenses, prevent contamination, and support environmental management plans.

Scope

The scope encompasses:

• Review and update existing water quality monitoring plans for surface water, groundwater, and biomonitoring.
• Conduct routine and reactive sampling at designated sites, including watercourses, stormwater outflows, car rental depots, fuel depots, and waste facilities.
• Monitor groundwater around fuel handling facilities, water treatment works, and other sensitive areas, including installation and redrilling of boreholes as needed.
• Perform biomonitoring assessments biannually, including invertebrate sampling and aquatic assessments.
• Respond to emergency spillages with impact assessments, soil sampling, water quality analysis, and environmental impact reports.
• Update water balances, water management plans, and environmental management plans annually or as required.
• Ensure laboratory analysis is conducted by SANAS-accredited labs, with quality control measures in place.

Technical Requirements

The technical requirements include:

• Development and implementation of a comprehensive water monitoring methodology covering specific tasks, timelines, and deliverables.
• Use of ISO standards (ISO 5667 series) for sampling procedures and sample preservation.
• Monitoring of specified parameters including pH, EC, TDS, DO, turbidity, nutrients, heavy metals, and microbiological indicators.
• Installation, reconstruction, and redrilling of boreholes and soil vapor probes as necessary.
• Biannual biomonitoring using invertebrate sampling (SASS5, IHAS, Frog WET Testing).
• Quarterly groundwater sampling and analysis for COPC, including fuel-related compounds and effluent indicators.
• Preparation of detailed reports, graphical and tabular data presentation, and recommendations for pollution mitigation.
• Compliance with all relevant environmental licenses, permits, and water quality standards.

Skills Requirements

The bidder must demonstrate:

• Experience in water quality monitoring, surface water, groundwater, and biomonitoring projects within the last 8 years, with at least 3 projects valued at over R500,000 each.
• Provision of at least 3-5 reference letters with contact details verifying relevant project experience.
• Qualified personnel including:
• Project Manager: Registered Natural Scientist (Pri.Sci.Nat.) with SACNASP (10 points), or Natural Scientist (Pri.Sci.Nat.) with SACNASP (8 points), or equivalent.
• Biomonitoring Specialist: Certified in SASS5 (10 points), IHAS (8 points), or Frog WET Testing (5 points).
• Field Samplers: Minimum 2 years’ experience in water sampling and water quality monitoring.
• Proven ability to develop and implement monitoring methodologies, including project timelines, milestones, and contingency plans.
• Laboratory analysis capability through SANAS-accredited labs, with quality control and personnel trained in sampling procedures.
• Knowledge of environmental legislation, water quality standards, and environmental management plans.
• Ability to prepare comprehensive reports, data analysis, and provide recommendations for pollution control and environmental compliance.
