Objectives

The primary objective of this tender is to establish a long-term (not exceeding 36 months) supply and delivery contract for civil maintenance spares at King Shaka International Airport. The contract aims to ensure the availability of critical civil engineering materials to support ongoing infrastructure maintenance, emergency repairs, and preventative activities. It seeks to improve operational efficiency, reduce lead times, minimize downtime, and enhance safety and asset reliability through a strategic supplier partnership.

Scope

The scope encompasses the end-to-end supply and delivery of a comprehensive range of civil maintenance spares required for airport infrastructure upkeep. This includes:

• Provision of critical civil engineering materials such as mechanical tools, chemicals, paints, safety equipment, and consumables.
• Guaranteeing availability of spares aligned with maintenance schedules to prevent operational disruptions.
• Supporting emergency repairs and preventative maintenance activities.
• Implementing coordination measures for accurate lead time reporting, delivery timelines, and prompt notification of shortages.
• Ensuring quality assured, compliant spares delivery against routine and urgent requirements, with adherence to service level agreements.

The contract also includes provisions for ad-hoc deliveries, emergency response, and exchange of spares, with a focus on maintaining safety, reliability, and operational continuity.

Technical Requirements

The technical requirements specify that the supplier must:

• Supply genuine, quality-assured civil maintenance spares that meet all applicable environmental, health, and safety regulations.
• Ensure timely delivery to support maintenance schedules and minimize equipment downtime.
• Establish protocols for rapid response, quality validation, and transparent communication regarding delivery and supply chain risks.
• Comply with all applicable engineering standards and enforce service level agreements.
• Provide detailed documentation, including invoices with specific item descriptions, quantities, rates, and total costs, including VAT.
• Maintain flexibility to supply additional items not covered in the pricing schedule via third-party procurement with a specified markup.

Skills and Competency Requirements

The bidder must demonstrate:

• Experience in supplying civil maintenance spares, evidenced by reference letters, purchase orders, or delivery notes with a minimum cumulative value (e.g., R1,500,000).
• Qualified key personnel, including a Project Manager with at least a National Diploma (NQF 6) or higher, and proven experience managing supply and delivery contracts for a minimum of 3-5 years.
• Capability to deliver high-quality, compliant products within specified lead times.
• Financial stability and compliance with tax and legal requirements, including valid SARS tax clearance certificates and CSD registration.
• Ability to establish and maintain effective communication, coordination, and quality assurance protocols.
• Understanding of safety, environmental, and health regulations applicable to airport civil infrastructure maintenance.
