Objectives

The primary objective of this tender is to procure and supply essential electrical spare parts to the Vhembe District Municipality. The municipality aims to secure a reliable supplier capable of delivering compliant, high-quality electrical components to support routine maintenance, facility operations, and infrastructure upkeep.

Scope

The scope covers the supply of a predefined list of electrical equipment and spares. Deliverables include lighting solutions (Osram fluorescent tubes, LED tubes, and screw bulbs), electrical protection devices (circuit breakers ranging from 10 to 80 amps, including 3-pole variants), and control/accessory components (socket outlets, single and double lever switches, and daylight sensors). The successful bidder will be responsible for delivering the specified quantities within agreed timeframes and executing a formal purchase contract using the municipality’s standard agreement.

Technical Requirements

Bidders must supply new, compliant electrical equipment matching the specified brands, models, and quantities. Any deviations from the stated specifications must be clearly documented. Suppliers are required to submit complete pricing schedules indicating brand/model, country of origin, VAT-inclusive costs, and delivery periods. All offerings must comply with relevant South African standards, and bidders must formally confirm specification compliance. Mandatory administrative documentation includes a valid CSD summary report, tax clearance certificate, company registration certificate, and proof of non-arrears with municipal rates and taxes (not older than three months).

Skills Requirements

This tender does not mandate specialized technical qualifications or extensive project management experience, as it involves the supply of standard, off-the-shelf electrical components. However, bidders must demonstrate basic commercial capability, including financial stability, reliable distribution/logistics capacity, and strict adherence to statutory regulatory and municipal compliance frameworks. Prior experience supplying public sector entities is advantageous but not explicitly required.

Unusual or Complicated Terms

• 80/20 Preference Point System: Evaluation allocates 80% of scoring to price and 20% to socio-economic goals (Historically Disadvantaged Individuals, locality, youth, women, and disability). Points are awarded based on verified supporting documentation.
• Local Content Declaration: Bidders must calculate and declare the percentage of locally produced content versus imported content using the SABS-approved SATS 1286:2011 methodology. This requires converting foreign currency costs to Rand using official exchange rates and applying a specific formula to determine the local content threshold.
• Price Escalation Formula: For non-firm pricing arrangements, contract values may be adjusted using a standardized formula that indexes labour, transport, and other cost factors against official economic indicators. Fifteen percent of the original bid price remains fixed and is not subject to escalation.
• Mandatory MBD Documentation: The process requires completion of prescribed Municipal Bidding Documents (MBD 1–9), covering declarations of interest, independent bid determination, past supply chain management practices, and formal contract acceptance.
