Objectives

The primary objective of this tender is to appoint an architectural consultant to provide services from Stage 5 (Construction) to Stage 6 (Close-out) for the construction of Morena Tshohisi Moloi II Primary School in Harrismith. The consultant will assist in completing the construction project, ensuring adherence to standards, legal compliance, and quality delivery.

Scope

The scope of work includes:

• Providing architectural services during the construction phase (Stage 5) and close-out phase (Stage 6).
• Finalizing construction documentation, supervision, and project close-out activities.
• Supporting the Department of Public Works & Infrastructure in project completion, including site inspections, quality assurance, and documentation.
• Ensuring compliance with all relevant standards, legislation, and project specifications.
• Supporting project management and coordination with contractors and stakeholders.

Technical Requirements

The technical requirements include:

• Completion of all services as per the Standard Professional Services Contract (July 2009 CIDB edition).
• Provision of detailed methodology and approach aligned with the Framework for Infrastructure Delivery and Procurement Management (FIDPM).
• Demonstration of experience in similar projects, with a focus on primary school construction.
• Registration with SACAP as a Professional Architect (PrArch), with valid proof of registration.
• Provision of Professional Indemnity Insurance of at least R20 million.
• Submission of relevant experience, including appointment letters, completion certificates, and reference letters for similar projects within the last 7 years.
• Clear methodology for project delivery, risk management, and quality assurance.
• Availability of key personnel and resources to execute the scope within the project timeline (18 months).
• Compliance with all legislative and regulatory standards, including COIDA, CIPC registration, and tax compliance.

Skills Requirements

The skills and qualifications required for the successful bidder include:

• Registration as a Professional Architect with SACAP.
• Proven experience in managing and delivering primary school construction projects.
• Demonstrated ability to develop and implement project-specific methodology and approach.
• Strong project management, coordination, and communication skills.
• Financial capacity to support project activities, including cash flow management and insurance coverage.
• Ability to provide detailed CVs, traceable references, appointment letters, and completion certificates for relevant projects.
• Capability to meet the project timeline and deliver quality outputs aligned with legislative standards.
• Provision of proof of Professional Indemnity Insurance and relevant company registration documents.
