Objectives

The primary objectives of this tender are to establish a panel of social facilitation service providers who will support social infrastructure projects in the Mpumalanga region. The key aims include mobilising communities, establishing stakeholder networks, facilitating community ownership, supporting local resource utilization, creating sustainable jobs, and ensuring effective project implementation through participatory approaches that empower local communities and promote sustainable development.

Scope

The scope of work encompasses comprehensive social facilitation services throughout the project lifecycle, including:

• Community profiling and stakeholder mapping
• Establishment and induction of Project Steering Committees (PSC) and Community Liaison Officers (CLO)
• Community empowerment, labour recruitment, and enterprise development
• Recruitment and support of local workers and subcontractors
• Continuous stakeholder management, risk and conflict resolution
• Project monitoring, evaluation, reporting, and final social facilitation reporting
• Project commissioning and hand-over
• Implementation of social facilitation activities aligned with project phases such as planning, co-creation, prioritization, procurement, and community engagement

Technical Requirements

Proposed service providers must demonstrate:

• Capacity to develop social facilitation implementation plans
• Experience in community profiling, stakeholder engagement, and local asset mapping
• Ability to establish and train PSC and CLO structures
• Skills in community needs analysis, co-creation, and solution design
• Support for local enterprise development and SMME support strategies
• Effective risk and conflict management mechanisms
• Monitoring and evaluation systems for social facilitation activities
• Adherence to project timelines and phased implementation approach

Skills Requirements

Applicants must possess:

• Relevant qualifications in community development, social facilitation, or related fields (e.g., postgraduate degrees, degrees, or national diplomas)
• Proven experience in social facilitation within infrastructure or community development projects (preferably 10+ years)
• Demonstrable experience in community engagement, stakeholder management, and conflict resolution
• Capacity to develop and implement social facilitation methodologies aligned with project objectives
• Ability to establish local networks, promote community ownership, and support local resource utilization
• Strong project management and reporting skills
• Knowledge of local context within the Mpumalanga districts and proximity of key team members
