Objectives

The primary objective of the tender is to identify and engage professional technical service providers to develop comprehensive health and safety specifications for construction projects within the Department of Agriculture and Rural Development in the Free State. These specifications aim to ensure compliance with relevant occupational health and safety legislation, mitigate risks, and promote safe construction practices on an “as and when” required basis over a period of 36 months.

Scope

The scope encompasses the development of health and safety specifications that address all aspects of occupational health and safety related to construction activities. This includes:

• Preparation of health & safety specifications tailored to each project site within the Mangaung Local Municipal Area.
• Inclusion of hazard identification, risk assessments, safe work procedures, and management plans.
• Development of site-specific OH&S rules, emergency plans, and training programs.
• Provision of documentation for compliance and record-keeping purposes.

The scope also involves ensuring that all construction work complies with applicable regulations and standards, as well as facilitating audits and inspections.

Technical Requirements

The technical requirements include:

• Preparation of comprehensive health & safety specifications aligned with Construction Regulation 5(1)(b) and Occupational Health and Safety Act, No. 85 of 1993.
• Development of risk assessments, safe operating procedures, and method statements for all construction activities.
• Implementation of site-specific OH&S rules, emergency contingency plans, and safety signage.
• Appointing and documenting competent personnel such as Construction Managers, Safety Officers, Supervisors, and other designated roles, with proof of qualifications and training.
• Maintaining a health & safety file on site, including risk assessments, incident reports, training records, and inspection logs.
• Conducting regular internal and client audits to monitor compliance.
• Ensuring proper storage, handling, and disposal of materials, and safe operation of vehicles and machinery.

Skills Requirements

The tender requires service providers to possess the following skills and competencies:

• Expertise in occupational health and safety legislation and standards.
• Proven experience in developing health & safety specifications and management plans for construction projects.
• Qualified personnel such as SACPCMP-registered Construction and Health & Safety Officers, Risk Assessors, and Site Supervisors.
• Ability to conduct hazard identification, risk assessments, and safety audits.
• Strong documentation and record-keeping skills for safety files, incident reports, and audit reports.
• Effective communication skills for coordinating with clients, contractors, and regulatory authorities.
• Competence in emergency planning, safety training, and site supervision.
