Objectives

The primary objective of this tender is to gather information on knowledge resources, subscriptions, or platforms that provide comprehensive and authoritative intelligence on African competition law and policy. This intelligence will support the South African Competition Commission’s research, enforcement, policy development, and regulatory functions related to competition law across African jurisdictions.

Scope

The scope of the tender includes:

• Identifying resources, subscription platforms, databases, and intelligence platforms capable of delivering current, structured, and comparative African competition law and policy information.
• Providing intelligence on legal frameworks, enforcement practices, institutional arrangements, policy instruments, and strategic approaches adopted by competition authorities across Africa.
• Covering areas such as anti-competitive conduct, merger control, market inquiries, legislative reforms, jurisprudence, cross-jurisdictional developments, and emerging continental initiatives like the AfCFTA competition framework.
• Delivering analysis and reference materials relevant to a growing, deconcentrated, and inclusive economy.

Technical Requirements

Service providers must demonstrate that their resources or platforms can deliver:

• Timely, accurate, and authoritative intelligence on African competition law and policy.
• Analysis relating to enforcement practices, legislative reforms, jurisprudence, and cross-border developments.
• Coverage of institutional arrangements, policy instruments, and strategic approaches across African jurisdictions.
• Information on emerging continental initiatives such as the AfCFTA framework.

Additionally, the resources should support the Commission’s functions in investigating, controlling, evaluating restrictive practices, mergers, market inquiries, and advocacy efforts.

Skills Requirements

Applicants should possess:

• Expertise in African competition law and policy research and analysis.
• Capability to provide structured, current, and comparative legal and policy information across multiple jurisdictions.
