Objectives

The primary objective of this tender is to gather detailed market-related information on integrated banking services that can support the operations of the Competition Commission of South Africa over a period of five (5) years. The services sought should facilitate operational efficiency, compliance, reporting, and system integration, particularly supporting the Commission’s ERP systems and high-volume automated processing environment.

Scope

The scope of the tender includes:

• Provision of integrated banking solutions supporting ERP system integration, including systems such as SAGE X3 and SAGE 300.
• Support for automation of payments, collections, reconciliations, and reporting functionalities.
• Implementation of secure, scalable banking system integration solutions with various methods supported (e.g., host-to-host, SFTP, file-based).
• Provision of online banking services, including account management, transaction processing, and user access controls.
• Support for multiple banking products such as petty cash, deposits, grants, creditor payments, payroll, and credit card facilities.
• Delivery of training, support, and maintenance services for the proposed solutions.

Technical Requirements

The technical requirements specify that respondents must provide:

• Comprehensive, secure, and scalable banking system integration solutions capable of interfacing with the Commission’s ERP systems.
• Support for automation of payments, collections, reconciliations, and reporting, with detailed reconciliation functionalities including cross-system reconciliation.
• Audit-ready reconciliation reports and compliance with PFMA and National Treasury requirements.
• Online banking services with features such as user management, access control, and scalability options.
• Implementation and transition plans, including testing (UAT), training, and support strategies.
• Costing models that include fixed fees, transaction fees, user licenses, and integration/setup costs.
• Support for petty cash transactions, deposit handling, interest arrangements, and escalation mechanisms.

Skills Requirements

Respondents should demonstrate:

• Expertise in banking system integration, especially with ERP platforms like SAGE X3 and SAGE 300.
• Experience in implementing secure, scalable online banking solutions supporting automation and compliance.
• Capability to provide comprehensive support, including technical support, maintenance, and user training.
• Ability to deliver detailed implementation plans, testing strategies, and transition approaches.
• Knowledge of public sector financial management requirements, PFMA compliance, and audit readiness.
• Proficiency in providing cost-effective solutions with clear assumptions, escalation mechanisms, and scalability options.
