Objectives

The primary objective of this tender is to appoint a qualified Service Provider to conduct maintenance, servicing, refilling, and testing of fire equipment—including fire extinguishers, hose reels, hydrants, sprinklers, and related fire safety systems—at Transnet Engineering's Bloemfontein Centre. The aim is to ensure all fire safety equipment remains operational, compliant with relevant standards, and ready for emergency use, thereby enhancing safety and regulatory compliance.

Scope

The scope encompasses:

• Servicing, maintenance, and pressure testing of fire extinguishers, hose reels, hydrants, sprinklers, and associated fire safety equipment.
• Recharging and reconditioning of fire extinguishers, including hydrostatic testing and replacement of defective parts.
• Inspection, testing, and maintenance of fire hydrants, sprinkler systems, and fire hose reels in accordance with applicable standards (SANS, NFPA, etc.).
• Provision of trained personnel to carry out maintenance, repairs, and defect rectification within specified timeframes.
• Preparation and submission of maintenance records, certificates, and compliance documentation.
• Adherence to safety, environmental, and quality standards as specified in the tender documentation.

Technical Requirements

The technical requirements include:

• Compliance with South African National Standards (SANS), NFPA, and other relevant fire safety regulations.
• Use of SANS 1475 compliant equipment and certified technicians with valid SAQCC certificates.
• Hydrostatic pressure testing of fire extinguishers at specified intervals (e.g., every 5 or 10 years).
• Proper marking, labelling, and signage for all serviced equipment, including service labels and fire register documentation.
• Provision of genuine spare parts and consumables, with parts availability confirmed prior to contract commencement.
• Implementation of a scheduled maintenance program aligned with NFPA and SANS standards, including annual inspections and pressure tests.
• Preparation of detailed work plans, including timelines, resource allocation, and safety procedures.
• Reporting and documentation of all maintenance activities, defects, and repairs, including certificates of compliance.

Skills and Skills Requirements

The tenderer must demonstrate:

• Qualified personnel with valid SAQCC certificates for fire equipment servicing and maintenance.
• Experience in maintaining fire safety systems in industrial or similar environments, with references for at least three relevant projects.
• Technical competence in hydrostatic testing, reconditioning, and repair of fire extinguishers and hydrants.
• Knowledge of applicable standards (SANS, NFPA, ISO) and safety regulations.
• Ability to develop and implement detailed maintenance schedules and work plans.
• Capacity to supply genuine spare parts and consumables in accordance with specifications.
• Effective communication skills for reporting, record-keeping, and coordination with Transnet’s SHE and Maintenance Managers.
• Demonstrated commitment to safety, quality, and environmental management as per Transnet’s policies.
