The primary objective is to procure and supply essential office stationery to the Limpopo Provincial Treasury. The procurement seeks to secure cost-effective, high-quality goods while ensuring timely delivery and complying with provincial supply chain management frameworks. Additionally, the tender aims to advance socio-economic transformation by integrating preferential procurement criteria into the evaluation process.
The scope encompasses the supply and delivery of nine specified stationery categories to the Provincial Treasury. All goods must be delivered within thirty (30) days of purchase order issuance. The required items and quantities include:
Bidders must adhere to the following technical and administrative conditions:
No formal trade certifications or specialized technical qualifications are mandated. However, bidders must demonstrate:
80/20 Preference Point System: A standard South African public procurement evaluation model where 80 points are allocated to the lowest compliant price, and up to 20 points are distributed for socio-economic transformation goals. Points are granted for enterprises with ≥51% ownership by black individuals, women, youth, or persons with disabilities, as well as for businesses physically operating within Limpopo province.
CSD (Central Supplier Database): A national government registry that verifies supplier legitimacy, directorship structures, and historical performance. Mandatory registration ensures transparency and prevents duplicate or fraudulent bidding.
TCS (Tax Compliance Status): An automated verification issued by the South African Revenue Service confirming a bidder’s tax obligations are current. It serves as proof of compliance and may substitute or accompany CSD registration.
Firm Pricing: Fixed, non-negotiable quotes that remain unchanged regardless of market volatility, currency fluctuations, or supply chain disruptions. All applicable taxes, duties, and delivery costs must be pre-included in the quoted amount.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
