Objectives

The primary objective of this tender is to procure a single plotter machine to support the mapping, design, and planning operations of the Water Services Planning Section within the Vhembe District Municipality.

Scope

• Supply and delivery of one (1) plotter machine.
• Delivery must be completed at the municipality’s designated facility within the agreed timeframe.
• All delivery costs and applicable taxes (including VAT) must be fully incorporated into the quoted price.
• Bids must specify a validity period and confirm firm pricing.

Technical Requirements

• State the brand, model, and country of origin of the proposed plotter machine.
• Confirm full compliance with the municipality’s specifications; any deviations must be explicitly documented.
• Complete the official Pricing Schedule with firm, all-inclusive prices.
• Submit a Local Content Declaration calculated per SABS-approved SATS 1286:2011 standards, detailing the ratio of locally manufactured content to imported components.
• All submitted documents must be pre-numbered and initialed by the bidder.

Skills Requirements

No specialized technical skills or personnel qualifications are required for this procurement, as it involves the straightforward supply of standard office equipment. Bidders must instead demonstrate administrative and compliance readiness by providing:

• A current Central Supplier Database (CSD) summary report.
• A valid Tax Clearance Certificate or compliance letter.
• Official company registration documentation.
• Municipal clearance proof (not older than three months) or a traditional authority letter confirming non-arrears.
• B-BBEE status verification certificate.
• Statutory declarations covering conflict of interest, past supply chain management practices, and independent bid determination.

Key Terms & Evaluation Criteria

80/20 Point Scoring System: Evaluations follow an 80/20 split, allocating 80 points to price competitiveness and 20 points to specific socio-economic goals. Preference points are awarded for:

• HDI (10 points)
• Locality (4 points: 4 for district, 2 for Limpopo, 1 for national)
• Youth ownership (2 points)
• Women ownership (2 points)
• Disability ownership (2 points)

Local Content Calculation: Bidders must determine the percentage of locally produced content versus imported content using the SATS 1286:2011 formula. Imported content encompasses foreign labour, intellectual property, freight, duties, and port-related charges.

Firm Pricing Mandate: Only fixed prices are accepted. Price escalations, exchange rate adjustments, or conditional pricing are strictly prohibited for this procurement.

Exclusions: Bids from individuals currently in the service of the state, or from entities listed on the Register for Tender Defaulters or National Treasury’s Database of Restricted Suppliers, will be automatically disqualified.
