Objectives

The primary objective of this tender is to procure service providers capable of conducting comprehensive medical surveillance and trauma counselling services for Vhembe District Municipality employees and their immediate families over a period of 36 months (3 years). The aim is to ensure occupational health monitoring, early identification of occupational diseases, and provision of psychological support to employees exposed to job-related trauma.

Scope

The scope encompasses:

• Provision of medical surveillance services including pre-placement, periodic, and exit medical assessments for employees.
• Conducting occupational health assessments such as eyesight, hearing, lung function, physical examinations, blood tests, and lifestyle disclosures.
• Providing medical assistance and medication for diagnosed conditions for up to three months.
• Offering outreach services via mobile clinics and transportation.
• Attending to injury on duty cases and second opinions as required.
• Delivering trauma counselling services to employees and their immediate families, including individual and group sessions, trauma debriefings, and organisational wellness interventions.
• Providing qualified professionals, including medical practitioners and psychologists, with specified experience and registration with HPCSA.

Technical Requirements

The service provider must:

• Be MBChB qualified, registered with HPCSA, and have at least 3 years of relevant experience in municipal or mining sectors.
• Possess valid calibration and medical fitness certificates.
• Perform a range of occupational health assessments as specified, including eyesight, hearing, lung function, blood tests, and lifestyle disclosures.
• Provide transport, mobile clinics, and suitable consultation rooms across Vhembe District.
• Attend to injury on duty cases and second opinions promptly.
• Have a panel of specialized health professionals: General Practitioner, Occupational Health Practitioner, Psychologist, Psychiatrist, Occupational Therapist, Physiotherapist, Orthopaedic Specialist.
• Maintain confidentiality and provide services in clients' preferred languages.
• Deliver regular reports (monthly, quarterly, annual) and ensure contractual response times and administrative compliance.

Skills Requirements

The bidder must demonstrate:

• Qualified health professionals with minimum 4-year degrees from recognized universities.
• Registration with HPCSA for all relevant professionals, with up-to-date certificates.
• Experience in municipal or similar settings, with at least 3 years working for municipalities being advantageous.
• Capability to perform occupational health assessments and trauma counselling effectively.
• Ability to provide outreach services via mobile clinics and manage confidential, comfortable consultation environments.
• Provision of comprehensive reporting and organizational wellness interventions.
