Objectives

The primary objective of this tender is to invite qualified investors to invest in, upgrade, operate, and manage the Mariepskop facilities within the Blyde River Canyon Nature Reserve for a period of 15 years. The initiative aims to develop sustainable tourism infrastructure, enhance visitor experiences, promote biodiversity conservation, and generate revenue while involving community land claims and ensuring environmental compliance.

Scope of the Tender

• Invest in and upgrade existing military and tourism facilities at Mariepskop, including accommodation, recreational, and support infrastructure.
• Operate and manage the facilities, ensuring safety, environmental sustainability, and adherence to legal and conservation standards.
• Develop additional tourism activities such as hiking, scenic tours, adventure trails, and eco-tourism initiatives.
• Maintain infrastructure including roads, water, sewage, waste management, and security systems.
• Engage with local communities and ensure social and economic benefits, including job creation and empowerment.
• Comply with environmental impact assessments, conservation policies, and applicable legislation.

Technical Requirements

General Infrastructure & Facilities

• Upgrade sewage disposal facilities and waste management systems.
• Ensure water supply is adequate; water billing to be managed by the operator.
• Implement alternative power solutions such as solar and gas, as the site lacks grid electricity.
• Maintain existing roads (non-tarred) and develop access routes suitable for tourism vehicles.
• Provide security measures, including fencing, surveillance, and safety protocols.

Environmental & Safety Standards

• Adhere to environmental guidelines, conduct Environmental Impact Assessments (EIAs), and minimize ecological disturbance.
• Implement safety protocols for staff and visitors, including fire management, emergency response, and health regulations.
• Remove alien vegetation and promote indigenous flora restoration.
• Ensure compliance with the Mpumalanga Conservation Act and Nature Reserve policies.

Operational & Management Capabilities

• Demonstrate financial capacity with asset value of at least R45 million and proven solvency.
• Provide experience in hospitality, tourism, and adventure activities, with a minimum of 5 years in hospitality and 2 years in tourism operations.
• Present a comprehensive business and operational plan, including staffing, marketing, and risk management strategies.
• Show capability to raise debt and equity, and provide security for investments.

Legal & Compliance

• Submit all required legal documentation, including company registration, shareholder agreements, and tax compliance certificates.
• Agree to the draft concession agreement, with any proposed amendments clearly indicated.
• Comply with procurement, environmental, and land use legislation applicable to protected areas.
