Objectives

The primary objective of this tender is to appoint an operator responsible for the development, upgrading, management, and operation of log cabins at Mahushe Shongwe Nature Reserve for a period of 15 years. The initiative aims to enhance tourism infrastructure, promote eco-tourism, generate revenue, create jobs, support community benefits, and contribute to biodiversity conservation and environmental sustainability.

Scope

• Develop and upgrade existing log cabins and construct additional cabins (total of 12) within Mahushe Shongwe Nature Reserve.
• Manage and operate the log cabins, including providing accommodation services, activities, and related facilities.
• Implement infrastructure upgrades such as sewerage, water supply, waste management, security, roads, and safety measures.
• Promote tourism activities including game drives, walking trails, birding, stargazing, and eco-lodge experiences.
• Ensure compliance with environmental, safety, and legal standards, including environmental impact assessments and operational policies.
• Engage with local communities and promote socio-economic benefits.
• Enter into a concession agreement with the Mpumalanga Tourism and Parks Agency (MTPA).

Technical Requirements

1. Development & Upgrades: Complete refurbishment of existing log cabins, construction of additional cabins, and infrastructure upgrades including sewerage, water, roads, and waste management systems.
2. Operational Capabilities: Demonstrate experience in hospitality, tourism management, and eco-tourism operations, with a minimum of 3 years’ relevant experience.
3. Financial Capacity: Provide audited financial statements, proof of asset value (minimum R4 million), and demonstrate solvency and financial strength to support the project.
4. Environmental & Safety Compliance: Adhere to environmental management plans, conduct environmental impact assessments, and implement safety, security, and emergency protocols.
5. Infrastructure & Maintenance: Ensure proper maintenance of facilities, roads, sewerage, water, and waste systems, with plans for ongoing upkeep.
6. Community & Local Engagement: Promote local employment, empowerment, and socio-economic benefits aligned with broad-based Black Economic Empowerment (B-BBEE) principles.
7. Concession & Fee Structure: Submit a concession fee offer, including minimum and variable fees based on gross revenue, in accordance with the prescribed format.
8. Documentation & Compliance: Submit all required legal, financial, and operational documentation, including tax clearance, company registration, and bid forms.
