Objectives

The primary objective of this tender is to appoint an operator who will invest in, design, upgrade, operate, and manage a 24-bed tented bush camp lodge at S8 Dam in Manyeleti Nature Reserve. The aim is to develop a high-quality tourism facility that offers an authentic wilderness experience, promotes conservation, and benefits local landowners and communities through sustainable tourism activities.

Scope

The scope of the project includes:

• Investing in the development of a 24-bed bush camp lodge at S8 Dam.
• Designing and constructing the necessary infrastructure, including accommodation, ablution facilities, and communal areas.
• Upgrading existing access roads and internal infrastructure within the reserve.
• Operating and managing the lodge, including game drives, guided walks, hiking, and other tourism activities.
• Implementing social responsibility plans for local communities and land claimants.
• Ensuring environmental compliance and sustainable practices throughout the operation.

Technical Requirements

The technical requirements encompass:

• Establishment of a minimum 3-star grading standard for the lodge.
• Construction of a low-volume game viewing and activity areas.
• Provision of facilities for guided game drives, hiking, bush walks, and camping activities.
• Installation of renewable energy solutions (e.g., solar power) due to lack of existing electricity.
• Installation of water supply systems, including prepaid meters.
• Development of waste management and refuse disposal plans.
• Maintenance of infrastructure and adherence to safety and security standards.
• Compliance with environmental management and conservation guidelines.

Skills Requirements

Suitable bidders must demonstrate:

• Financial capacity and stability, evidenced by audited financial statements and asset valuation.
• Substantial experience (minimum 5 years) in hospitality, tourism, and adventure activity operations.
• Knowledge of safety, emergency standards, and environmental regulations relevant to tourism operations in protected areas.
• Proven track record in managing similar tourism facilities or bush camps.
• Ability to develop and implement operational, safety, and environmental management plans.
• Capability to mobilize and manage resources, including staff recruitment, training, and community engagement.
