Objectives

The primary objective of this tender is to establish a legal panel comprising diverse law firms capable of providing comprehensive legal services to Denel over a five-year period. The panel aims to support Denel’s operational needs, mitigate legal risks, ensure regulatory compliance, promote transformation within the legal sector, and foster inclusive participation of small, medium, and large law firms across South Africa.

Scope

The scope includes the appointment of up to 17 legal firms to deliver a broad spectrum of legal services across various disciplines, including but not limited to:

• General legal advisory and litigation management
• Administrative and public law
• Aviation, defence, environmental, property, and intellectual property law
• Commercial, corporate, banking, and finance law
• Labour law, tax law, and debtor collections
• Specialized sectors such as defence, aerospace, and manufacturing
• Support for transformation, skills transfer, and capacity building initiatives

The panel will provide regional coverage in Johannesburg, Ekurhuleni, Tshwane, and Cape Town, with flexibility for firms to operate across multiple jurisdictions where appropriate.

Technical Requirements

Applicants must demonstrate:

• Experience in delivering legal services to SOEs, public institutions, or regulated sectors, with documented evidence such as case studies and references
• Capacity to handle complex legal matters across multiple disciplines and regions
• Ability to provide specialized legal support in areas like defence, aviation, environmental, and commercial law
• Compliance with legislative frameworks including the Public Finance Management Act (PFMA), Companies Act, and relevant regulations
• Provision of a detailed methodology and approach for delivering high-quality, responsive legal services aligned with Denel’s strategic objectives
• Support for transformation and development initiatives, including mentorship, skills transfer, and engagement with emerging firms
• Mandatory administrative documentation, including tax clearance, BBBEE certificates, registration with the Central Supplier Database, and legal practice accreditation

Skills Requirements

Applicants must possess:

• A team of qualified legal professionals with relevant expertise and regional coverage
• Proven experience in complex legal environments, especially relating to SOEs and public sector entities
• Strong references demonstrating past performance and client satisfaction
• Capacity to manage multiple legal disciplines and deliver services within agreed timeframes
• Ability to develop and implement innovative value-added services, including legal training, resource provision, and technology deployment
• Commitment to ethical conduct, transparency, and compliance with all applicable laws and regulations
