Objectives

The primary objective of this tender is to select an operator who will invest in, operate, and manage a bush camp concession at Songimvelo Nature Reserve for a period of 15 years. The aim is to develop sustainable tourism infrastructure that aligns with environmental conservation, community engagement, and revenue generation goals.

Scope

The scope encompasses the development, operation, and management of a bush camp within Songimvelo Nature Reserve, including:

• Upgrading existing infrastructure and developing new facilities to meet at least 4-star tourism standards.
• Provision of accommodation for up to 20 beds (existing 10 beds plus potential for additional 10 beds).
• Implementation of social responsibility plans for local communities and land claimants.
• Maintenance of access roads, waste management, safety, and environmental compliance.
• Offering tourism activities such as game drives, bush walks, hiking, water sports, and 4x4 trails.
• Adhering to environmental guidelines and legislative requirements related to protected areas.

Technical Requirements

The technical requirements include:

• Development of a social responsibility plan for community engagement.
• Provision of infrastructure that blends with the environment, respecting landscape and biodiversity sensitivities.
• Development of a waste management plan and waste disposal facilities.
• Maintenance and upgrade of internal roads and facilities.
• Implementation of safety measures, including security, emergency procedures, and insurance compliance.
• Adherence to environmental impact assessment guidelines and legislation such as NEMA, NEMBA, NEMPAA, and others.
• Provision of water, electricity (preferably renewable), and sewage disposal systems.
• Development of a risk management plan addressing potential project-specific risks.

Skills Requirements

The successful bidder must demonstrate:

• Substantial experience (minimum 5 years) in hospitality, adventure tourism, and managing similar projects.
• Proven expertise in operating and managing eco-friendly tourism facilities within protected areas.
• Financial capacity to undertake the project, including demonstrated asset value and access to funding or credit facilities.
• Knowledge of environmental legislation, safety standards, and community engagement practices.
• Ability to develop and implement operational, environmental, and safety management plans.
• Strong track record in project management, infrastructure development, and sustainable tourism practices.
