Objectives

The primary objective of this tender is to appoint a competent contractor to perform maintenance, repairs, and refurbishment of various lifts in Bloemfontein and surrounding areas. The project aims to ensure the safe, reliable, and efficient operation of passenger and goods lifts across multiple locations within the Free State Province over a period of 30 months.

Scope

The scope of work includes:

• Provision of comprehensive maintenance services for lifts installed in multiple towns including Bloemfontein, Bethlehem, QwaQwa, Welkom, Kroonstad, Virginia, Sasolburg, Harrismith, Ficksburg, Clocolan, Smithfield, Springfontein, and Odendaalsrus.
• Performing repairs and replacing parts as necessary, considering the age and condition of the lifts.
• Preventative, corrective, and planned maintenance activities to ensure operational safety and efficiency.

Technical Requirements

The technical requirements include:

• Engagement of contractors with a CIDB grading of 6SI or higher; joint ventures must meet the combined grading requirement.
• Provision of proof of current CIDB registration, maintaining registration throughout the project duration.
• Compliance with relevant legislation such as the Occupational Health and Safety Act, Environmental Management Act, and regulations related to lifts and escalators.
• Development and implementation of Occupational Health, Safety, and Environmental Management Systems.
• Appointment of a qualified Construction Health and Safety Officer or Manager registered with SACPCMP.
• Adherence to environmental, safety, and quality standards as monitored by CDC.
• Provision of proof of tax compliance, VAT registration, and registration on the National Treasury’s Central Supplier Database (CSD).
• Submission of a valid SANAS-accredited B-BBEE verification certificate, with specific requirements based on ownership structure and turnover.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience and track record in maintenance, repairs, and refurbishment of passenger and goods lifts.
• Capability to perform comprehensive lift maintenance services, including repairs and parts replacement.
• Ability to develop and manage Occupational Health, Safety, and Environmental systems.
• Qualified personnel, including a registered Construction Health and Safety Officer/Manager with at least 2 years of experience.
• Capacity to manage multiple projects simultaneously, with a maximum of two active projects unless extensions are justified.
• Capacity to comply with all legislative and regulatory requirements, including environmental and safety standards.
• Effective communication and documentation skills, with the ability to provide timely and accurate reports and documentation.
