Objectives

The primary objective of this tender is to appoint a service provider to acquire suitable property within the Rustenburg area that will serve as offices and parking space for the Housing Development Agency (HDA). The project aims to establish physical premises in North-West Province to support the agency’s functions, facilitate ongoing support to the Department of Human Settlements, and enhance program implementation as per the MTOP agreement.

Scope

The scope of work includes:

• Provision of office space measuring between 450 sqm and 650 sqm, designed to accommodate various functional areas such as executive offices, boardrooms, reception, open-plan offices, and amenities.
• Provision of at least 15 secure parking spaces, including facilities like kitchens, fitted cupboards, and water coolers.
• Property must be located within specified suburbs in Rustenburg, with specific zoning and ownership documentation provided.
• Property must have its own electrical distribution board and separate electrical meter for effective management.
• Site inspection and access to the property will be part of the evaluation process.

Technical Requirements

The technical specifications for the property include:

• Office layout with at least one executive office (minimum 6m x 7m), two boardrooms (20-seater and 12-seater), one individual office (minimum 3m x 2m), and open-plan space for at least 8 officials.
• Provision of 15 or more parking spaces, with site development plans submitted.
• Building must have a well-maintained structure with floor area ratio (FAR) of at least 160 sqm, and property extent between 450 sqm and 650 sqm.
• Property must have at least two points of access on different sides.
• Property must include amenities such as ablution facilities (two or more toilets), a kitchen, and secure parking.
• Property ownership or legal mandate to negotiate sale must be demonstrated.

Skills and Requirements

Proposed bidders must meet the following skills and compliance requirements:

• Demonstrate compliance with all legal, tax, and regulatory obligations, including registration on the National Treasury’s Central Supplier Database (CSD) and tax compliance verification.
• Provide detailed property documentation, including zoning certificates, title deeds, and occupancy certificates.
• Submit certified copies of all relevant ownership and compliance documents.
• Ensure confidentiality and non-collusion during the procurement process, with signed confidentiality agreements.
• Experience in property acquisition, legal negotiations, and property management is preferred.
• Ability to provide comprehensive technical proposals, including site development plans, building layouts, and compliance with technical specifications.
