Objectives

The primary objective of the tender is to invite qualified applicants to submit lease applications for a chemical testing facility at premises described as Lease L50687 of Kings Flats No. 16433 in Island View, Durban. The purpose is to secure a long-term lease (15 years) for the specified premises to operate a chemical testing facility, ensuring compliance with environmental and legal standards.

Scope

The scope encompasses the leasing of a 2202m² property located at the Port of Durban, specifically at Kings Flats No. 16433, Island View. The lease is for a period of fifteen (15) years. The scope also includes adherence to environmental management requirements, submission of environmental plans, and compliance with port development and operational guidelines. The property is intended for use as a chemical testing facility, with potential development and operational activities within the port limits.

Technical Requirements

• Development and operation of a chemical testing facility on the leased premises.
• Preparation and submission of an Environmental Management Plan (EMP) approved by TNPA at least 30 days prior to lease commencement.
• Implementation of environmental mitigation measures to minimize adverse impacts on natural resources such as waste, water, land, air quality, flora, and fauna.
• Compliance with all relevant environmental legislation, permits, licenses, and authorizations.
• Development of an environmental monitoring program and incident management protocols.
• Provision of roles and responsibilities for EMP implementation, monitoring, and performance assessment.
• Participation in environmental awareness programs for staff.
