Objectives

The primary objective of this tender is to secure a lease agreement for a designated office premises at Maydon Wharf, Durban, for a period of ten (10) years. The purpose is to facilitate port-related activities, including operational, administrative, and logistical functions, in compliance with Transnet's strategic port development and operational requirements.

Scope

The scope encompasses the lease of a rem of portion of Erf 10004, Durban-FU, specifically approximately 1276m² of port land with existing improvements, located at Maydon Wharf. The lease includes rights to use the premises for port-related activities such as office functions, truck refueling, and related operations, with potential upgrades and repairs as necessary. The scope also involves adherence to all relevant laws, development of an environmental management plan, and compliance with lease conditions outlined in the RFP.

Technical Requirements

• Provision of a detailed lease plan (Annexure 1) and site inspection certificate (Annexure 9).
• Development and submission of an Environmental Management Plan (Annexure 6) covering impacts, mitigation measures, legal compliance, monitoring, and responsibilities.
• Preparation of a comprehensive Business Plan, including operational details, use of premises, and development proposals.
• Submission of a detailed work breakdown structure (WBS), project schedule, and maintenance plan.
• Provision of a cash flow projection over the lease period demonstrating financial viability.
• Compliance with environmental, safety, and port regulations, including security clearance where applicable.
• Adherence to the rental offer format and submission of all required supporting documents.

Skills and Competency Requirements

• Proven experience in port operations, property management, or related port activities, supported by reference letters (minimum 2, not older than 5 years).
• Demonstrated capability to develop and implement environmental management and safety plans.
• Financial competency to produce accurate cash flow and viability assessments, signed off by qualified financial professionals.
• Technical expertise in infrastructure upgrades, repairs, and maintenance planning.
• Knowledge of legal and port-specific regulations, including environmental laws, port safety, and security standards.
• Ability to demonstrate commitment to job creation, skills development, and socio-economic development aligned with government priorities.
