Objectives

The primary objectives of the tender are to select a concessionaire to invest in, develop, and operate the B-Network line (Wolseley to Port Alfred Hamlet) for a minimum period of 25 years. The initiative aims to revitalize underutilized rail infrastructure, promote private sector participation, shift freight from road to rail, support regional economic development, create jobs, and enhance socio-economic upliftment. The concession seeks to ensure sustainable operations, improve network utilization, and contribute to environmentally sustainable freight transport.

Scope

The scope encompasses the concessioning of approximately 28 km of the B-Network line, including:

• Operation, maintenance, and development of the line to meet specified capacity and safety standards.
• Development and implementation of operational, safety, security, and maintenance plans.
• Investment in infrastructure upgrades, security systems, and rolling stock (if applicable).
• Management of land, rail infrastructure, moveable assets, and access rights, including land leases and control of associated facilities.
• Provision of freight services on a fair, transparent, and non-discriminatory basis, with regulated access to core network assets.
• Compliance with safety, environmental, legal, and socio-economic obligations.

Technical Requirements

The technical requirements include:

• Adherence to safety standards as per the Railway Safety Act and South African National Safety Standards.
• Implementation of a comprehensive Environmental Management Programme (EMP) and Business Continuity Plan (BCP).
• Development of an operational model demonstrating efficient utilization, cargo/passenger handling, and asset management.
• Provision of a security management plan, including physical security, CCTV, incident management, and emergency response.
• Maintenance of rail infrastructure and facilities in a safe, reliable, and sustainable condition, including scheduled and preventive maintenance.
• Investment in infrastructure upgrades, security systems, signaling, communication, lighting, and operational facilities.
• Use of modern technology and innovation to improve operational visibility, safety, and efficiency.
• Compliance with all applicable environmental, safety, and legal regulations, including obtaining necessary permits and licenses.

Skills and Skills Requirements

The skills and expertise required from bidders include:

• Proven experience in managing and operating freight rail infrastructure, including rehabilitation, maintenance, and upgrade projects.
• Strong safety, health, environment, and risk management capabilities, with documented safety and environmental management plans.
• Financial capacity demonstrated through audited financial statements, proof of funding, and financial stability metrics.
• Technical expertise in rail operations, signaling, security, and infrastructure maintenance.
• Ability to develop and implement operational models, asset management strategies, and innovative technology solutions.
• Experience in managing land, infrastructure, moveable assets, and access rights within a concession framework.
• Capacity to develop and execute Business Continuity Plans, Environmental Management Programmes, and Safety Management Systems.
• Demonstrated commitment to socio-economic development, B-BBEE compliance, and community upliftment initiatives.
• Capability to manage risks, ensure safety compliance, and deliver continuous improvement in operations.
