Objectives

The primary objective of this tender is to develop a fish processing facility on a designated portion of Erf 1051 in the Port of Port Elizabeth, through a long-term lease arrangement spanning 20 years. The development aims to support the fishing industry value chain within port limits by providing value-added services such as fish processing, packaging, training, and administrative activities, aligned with industry demand and strategic port development plans.

Scope

The scope encompasses:

• Design, construction, and long-term lease of the premises, including approximately 379m² quay space in Site 1 and approximately 1,005m² quay space in Site 2 (available from 1 April 2026).
• Development of facilities for fish processing, packaging, training, and administrative activities.
• Potential demolition of existing structures, with options for partial retention or full demolition, subject to structural assessments.
• Provision of site infrastructure, services, security, and environmental compliance measures.
• Adherence to port development frameworks, environmental guidelines, and relevant legislation.

Technical Requirements

The technical requirements include:

• Provision of approximately 379m² quay space at Site 1 and approximately 1,005m² quay space at Site 2, with design and construction compliant with relevant standards.
• Structural integrity assessments of existing buildings, with recommendations for repairs, strengthening, or demolition where necessary, ensuring compliance with SANS 10160 and SANS 10400 standards.
• Design and construction of facilities supporting fish processing, packaging, and administrative functions, with attention to safety, environmental management, and operational efficiency.
• Implementation of environmental management plans, including pollution control, waste management, and compliance with environmental legislation.
• Provision of site infrastructure such as water, electricity, sewerage, stormwater drainage, security, and access control, meeting port and regulatory standards.
• Security measures to prevent illegal activities and ensure port safety, including access control and surveillance systems.
• Adherence to port development frameworks, zoning schemes, and building regulations, including considerations for green energy and sustainability.
• Preparation of detailed site development and engineering plans, including risk assessments, cost estimates, and project timelines.
• Compliance with legislation related to occupational health and safety, environmental protection, and port regulations.
