Objectives

The primary objective of this tender is to lease a specific land parcel at the Port of Mossel Bay, currently leased to Kaai 4 Restaurant, for a period of two years. The lease aims to facilitate recreational activities while allowing for refurbishment, upgrades, and capital improvements. Additionally, all leases will include a clause permitting TNPA to terminate with six months' written notice to enable a planned commercial development project on the site.

Scope

The scope involves leasing a recreational area at Portion of Erf 12459, approximately 767 m² of port land, with the potential for refurbishment and development in accordance with all relevant laws. The lease will commence from 1 February 2026, with the land available for use from that date. The lease includes provisions for property improvements, environmental management, and compliance with port policies, with the possibility of beneficial occupation prior to formal lease signing, subject to approval.

Technical Requirements

• Compliance with all applicable laws, regulations, and port policies.
• Preparation and submission of environmental management plans, including impact mitigation, waste management, and monitoring programs.
• Refurbishment, repairs, upgrades, and capital improvements as necessary, with detailed plans and cost estimates.
• Provision of a detailed business plan outlining proposed activities, operational plans, and port-related activities.
• Demonstration of experience and capacity in port operations, refurbishment, and development projects.
• Provision of a comprehensive maintenance plan and cash flow projections for the lease period.
• Submission of a market analysis demonstrating port-related commercial activity and value addition.
• Adherence to environmental and safety standards, including fire protection and pollution control measures.
• Implementation of security measures and access controls.

Skills and Experience Requirements

• Minimum of 2 years’ experience supporting port-related activities or refurbishment projects, supported by company profile and reference letters not older than 5 years.
• Proven capability in environmental management, including environmental impact assessments and mitigation plans.
• Financial capacity demonstrated through bank ratings or financial statements, indicating the ability to sustain refurbishment and operational activities.
• Experience in project planning, including detailed work breakdown structures (WBS), project schedules, and maintenance plans.
• Knowledge of port policies, environmental laws, and safety regulations.
• Capacity to develop and implement environmental and safety management systems.
• Ability to demonstrate value addition to port operations, including innovation and strategic alignment with port development goals.
• Skills in stakeholder engagement, environmental compliance, and port infrastructure development.
