Objectives

The primary objective of this tender is to lease a specific land parcel at the Port of Mossel Bay, currently used as a recreational area, for a period of two years. The lease includes a clause allowing TNPA to terminate with six months' written notice to facilitate a planned commercial development project on the site. The overarching goal is to utilize the land effectively while accommodating future port development needs.

Scope

The scope involves leasing a recreational area located at a portion of Erf 12459, approximately 330 m², currently leased to Oyster Bar & London Bus. The land is intended for recreational activities, refurbishment, upgrades, and capital improvements as necessary. The lease will be subject to compliance with all relevant laws and regulations, and the lessee may be granted beneficial occupation with prior approval. The lease includes provisions for property improvements, environmental management, and operational use aligned with port development plans.

Technical Requirements

• Conduct a thorough inspection of the property prior to submission.
• Develop and submit an Environmental Management Plan (EMP) addressing pollution prevention, waste management, impact mitigation, and compliance with environmental laws.
• Prepare a detailed Business Plan including operational scope, refurbishment, and upgrade plans, with supporting documentation such as drawings, diagrams, and specifications.
• Provide a comprehensive Market Analysis demonstrating port-related commercial activity and potential value addition.
• Present a detailed Work Breakdown Structure (WBS), project schedule, and maintenance plan aligned with the lease duration.
• Submit a cash flow projection demonstrating financial viability over the lease period.
• Offer a market-related rental price, with provisions for negotiations if initial offers are not market-aligned.
• Ensure compliance with all applicable laws, environmental standards, and port policies.

Skills and Skills Requirements

• Experience in port operations, land development, or related infrastructure projects (minimum 2 years supporting the proposed use).
• Proven capability in environmental management, including preparing EMPs and conducting environmental assessments.
• Project management expertise, including developing WBS, schedules, and cost estimates.
• Financial competency to produce cash flow projections and demonstrate operational sustainability.
• Knowledge of port regulations, environmental laws, and compliance standards.
• Experience in community engagement, job creation, and skills development initiatives, aligned with government priorities.
• Ability to develop and implement environmental and safety management plans.
• Technical proficiency in preparing detailed project documentation, drawings, and specifications.
