Objectives

The primary objective of this tender is to lease a specific land parcel at the Port of Mossel Bay, currently leased to Romonza, for a period of two (2) years. The lease will include a clause allowing TNPA to terminate with six (6) months' written notice to facilitate a planned commercial development project on the site. The overarching goal is to facilitate recreational and port-related activities while maintaining compliance with relevant laws and policies.

Scope

The scope involves leasing a recreational area located at a portion of Erf 12459, approximately 150 m², available from 01 February 2026. The land is designated for recreational activities and may include refurbishment, repairs, upgrades, and capital improvements as necessary. The lease is for a period of two years, with provisions for beneficial occupation and potential termination by TNPA for development purposes. The scope also encompasses compliance with environmental, legal, and port policies, as well as the development of a Business Plan outlining operational and development strategies.

Technical Requirements

• Conduct property inspection prior to submission to understand the condition of the land.
• Develop and submit an Environmental Management Plan (EMP) addressing pollution prevention, waste management, impact mitigation, and compliance with environmental laws.
• Prepare a detailed Business Plan including operational activities, refurbishment plans, maintenance, and environmental measures.
• Provide a comprehensive Job Creation and Skills Development plan aligned with national development goals.
• Submit detailed WBS (Work Breakdown Structure), project schedule, and cash flow projections for refurbishment and operational activities.
• Offer a market-related rental offer, with provisions for negotiations if initial offers are not market-related.
• Ensure compliance with all port policies, environmental regulations, and legal requirements.

Skills Requirements

• Experience in port land leasing, port operations, or port development projects (minimum 2 years supported by references).
• Capability to develop and implement environmental management and sustainability plans.
• Project management expertise, including WBS development, scheduling, and financial planning.
• Environmental and port-specific regulatory knowledge, including environmental law, port policies, and safety standards.
• Skills in community engagement, job creation, and skills development aligned with national priorities.
• Technical proficiency in refurbishment, infrastructure upgrades, and port-related activities.
• Ability to negotiate market-related rental offers and participate in post-tender negotiations if required.
