Objectives

The primary objective of this tender is to secure a lease agreement for land designated as a recreational area at Portion of Erf 12459, Mossel Bay, for a period of two (2) years. The lease aims to facilitate recreational activities while allowing the Transnet National Ports Authority (TNPA) to retain the right to terminate the lease with six (6) months' written notice to enable a planned commercial development project on the site.

Scope

The scope involves leasing a portion of land (approximately 124 m²) at the Port of Mossel Bay, currently leased to Waterfront Tourism, for recreational use. The successful bidder will be responsible for refurbishment, repairs, upgrades, and capital improvements necessary for the intended use, ensuring compliance with all relevant laws and regulations. The lease includes provisions for beneficial occupation and potential redevelopment, with the land and improvements ultimately vesting in TNPA upon lease termination.

Technical Requirements

• Conduct a thorough inspection of the property prior to submission.
• Develop and submit an Environmental Management Plan (EMP) addressing pollution prevention, waste management, impact mitigation, and compliance with environmental laws.
• Prepare a comprehensive Business Plan outlining proposed operations, use of the port facilities, and development strategies.
• Provide detailed project schedules, including refurbishment, maintenance, and operational plans, with clear milestones and cost estimates.
• Ensure all proposed activities support port development and port-related commercial activities.
• Demonstrate environmental commitments and green economy initiatives.
• Ensure compliance with all applicable laws, regulations, and TNPA policies.

Skills and Experience Requirements

• Minimum of 2 years’ experience supporting the proposed port-related use, supported by relevant company profile and reference letters (not older than 5 years).
• Proven experience in environmental management, including environmental impact assessments and mitigation planning.
• Demonstrated capability in project planning, scheduling, and execution, with detailed Work Breakdown Structures (WBS) and project timelines.
• Financial viability demonstrated through cash flow projections and sound financial management.
• Knowledge of port operations, maritime activities, and port development frameworks.
• Compliance with B-BBEE requirements, with supporting certification or sworn affidavits.
• Ability to develop and implement job creation, skills development, and community engagement initiatives aligned with government priorities.
• Capacity to undertake refurbishment and maintenance activities, with qualified personnel and appropriate technical expertise.

All proposals must meet the minimum technical/functionality threshold of 66.67/100 to proceed to final evaluation, with rental offers and specific goals scoring contributing to the overall assessment.
