Objectives

The primary objective of this tender is to solicit proposals for leasing premises known as Peh/03/2026//09 - Building 02ep322, located on a portion of Erf 1051 Humewood in the Port of Port Elizabeth, for a period of up to fifteen (15) years. The aim is to identify suitable tenants who can utilize the space for office or restaurant purposes, ensuring the preservation of the site's charm and character while enabling redevelopment and operational use in line with Transnet's strategic goals.

Scope

The scope encompasses leasing approximately 1,564 m² of building space within the specified premises, including street level, basement, first floor, and rifle range areas. The intended use includes stylish office space or a vibrant restaurant, with the possibility of refurbishment, upgrades, and capital improvements. The lease will also consider property condition, legal compliance, environmental management, and potential for redevelopment, as detailed in Annexure 1 and 7.

Technical Requirements

• Submission of a comprehensive Business Plan outlining operational, redevelopment, and environmental strategies.
• Provision of detailed WBS (Work Breakdown Structure), Project Schedule, Maintenance Plan, and Cash Flow projections.
• Demonstration of experience supporting at least 2 years in similar operations, supported by reference letters and company profile.
• Market analysis demonstrating port-related commercial activity and potential value addition to port operations.
• Provision of a detailed rental offer, including escalation rates and multi-year pricing, aligned with market-related standards.
• Compliance with environmental, safety, security, and legal requirements, including submission of EMP and relevant permits.
• Adherence to specific goals related to BBBEE, job creation, skills development, and local procurement.
• Submission of all mandatory and scoring returnable documents as specified in the RFP.

Skills Requirements

• Proven experience in property refurbishment, redevelopment, or operational management within port environments.
• Capability to develop and implement comprehensive project management plans, including WBS, schedules, and cash flow analysis.
• Environmental management expertise, including EMP development, environmental impact assessments, and compliance with legal standards.
• Financial acumen to prepare competitive rental proposals, cost estimates, and revenue forecasts.
• Understanding of port operations, safety, security, and legal frameworks governing port land use.
• Skills in stakeholder engagement, including community, environmental authorities, and port authorities.
• Ability to demonstrate BBBEE compliance and contribute to socio-economic development goals.
