Objectives

The primary objective of this tender is to appoint not more than three service providers to deliver general building maintenance and repairs on an as-and-when basis over a period of 36 months within the Western Cape region. The project aims to improve the aesthetics, protect assets against water and weathering, increase the lifespan of buildings and assets, and ensure compliance with safety and legislative requirements. It also seeks to address current challenges such as reliance on short-term RFQ contracts, inconsistent service quality, and delayed response times for emergency repairs.

Scope

The scope includes:

• Provision of general building maintenance and repairs across various facilities including stations, depots, substations, relay rooms, commercial properties, and other PRASA-related facilities within the Western Cape region.
• Responding to emergency, urgent, and non-urgent faults with specified response times (e.g., 24 hours for emergency repairs).
• Performing preventative, periodic, routine, deferred, and reactive maintenance.
• Covering a wide geographical area with specific locations listed, including Cape Town, Khayelitsha, Bellville, Paarl, Wellington, and others.
• Ensuring all work complies with statutory health and safety regulations, including occupational health and safety standards.
• Providing insurance coverage, including public liability insurance.

Technical Requirements

The technical requirements include:

• Active CIDB grading level 4 GB or higher.
• Provision of qualified key staff, including artisans with relevant trade certificates (e.g., bricklayer, painter, tiler, carpenter).
• Demonstration of relevant project experience, with proof of similar projects executed between R2,000,000 and R5,000,000 in the last five years.
• Submission of a health and safety plan aligned with the Occupational Health and Safety Act of 1993.
• Financial capacity evidenced by recent financial statements showing operating cash flow and liquidity ratios.
• Provision of a list of company vehicles with proof of ownership or rental.
• Compliance with quality standards, response times, and service level expectations for emergency and non-emergency faults.
• Adherence to confidentiality, legal compliance, and anti-collusion policies throughout the process.

Skills Requirements

The skills and competencies required from bidders include:

• Proven experience in general building maintenance and repairs, particularly in operational and commercial assets.
• Qualified artisans with relevant trade certifications and experience in building trades.
• Ability to respond promptly to emergency, urgent, and routine maintenance requests.
• Strong health and safety management skills, including the development of safety plans and risk assessments.
• Financial stability and capacity to sustain project activities over the contract period.
• Effective communication and confidentiality management.
• Capacity to provide adequate resources, including vehicles and skilled personnel, to meet service levels.
