Objectives

The primary objective of this tender is to procure suitable office accommodation for the Department of Public Works & Infrastructure within Sasolburg CBD, Metsimaholo Local Municipality, through a long-term lease agreement. The department aims to secure a functional, energy-efficient, environmentally responsible Grade B office space that meets specific spatial, parking, security, and accessibility requirements, providing value for money and supporting departmental operations.

Scope

The scope encompasses the lease of a minimum of 322m² of office space, including 17 covered parking bays either onsite or in close proximity, within Sasolburg CBD. The project involves evaluating proposals based on technical compliance, functionality, price, and specific goals such as local ownership, gender, race, and disability considerations. It also includes refurbishment, upgrades to meet Grade B standards, and ensuring the building's compliance with relevant regulations and standards.

Technical Requirements

• Building Standards: The building must be a Grade B office, fully compliant with the National Building Regulations, Occupational Health & Safety Act, and other relevant legislation. It should be energy-efficient, resource-conscious, and environmentally responsible.
• Size & Layout: Minimum of 322m² office space, properly isolated from other parts of the building with separate entrances and exits. The layout must support departmental needs, with internal floor areas and overall building envelope clearly indicated.
• Security & Access: Secure perimeter fencing (up to 2 meters high), burglar guards on windows, security gates, and controlled access points. Security features like razor wire, electrical fencing with trip wires, and lighting around the yard are required.
• Facilities & Infrastructure: Adequate toilet facilities (including provisions for physically challenged persons), sufficient power points, lighting, trunking, and ICT infrastructure compliant with SITA standards. Provision for backup power (generator/UPS) is required or to be planned.
• Maintenance & Inspection: A detailed maintenance plan covering planned and unplanned maintenance for the next 3 years, with evidence of compliance, and access for Department inspectors during refurbishment.
• Accessibility & Environment: The building must be accessible to persons with disabilities, with appropriate facilities and layout plans reflecting this requirement.
• Documentation & Certification: Submission of SAPOA grading certificate (Grade C), COIDA Good Standing letter, CIPC registration, tax compliance certificates, land use/zoning certificates, and proof of ownership or sales agreement.

Skills & Skills Requirements

• Project Management & Technical Expertise: Bidders must demonstrate capability in project planning, refurbishment, and compliance with building standards. A valid project costing and implementation plan signed by a Professional Quantity Surveyor is required.
• Legal & Regulatory Knowledge: Familiarity with South African building regulations, occupational health & safety laws, zoning laws, and environmental standards.
• Security & ICT Infrastructure Skills: Ability to install and certify security systems, ICT cabling, and network infrastructure according to SITA standards.
• Financial & Administrative Skills: Ability to provide financial capability proof, including financial statements, bank confirmation, or funding source documentation. Proper indexing, binding, and completion of bid documentation are essential.
• Environmental & Sustainability Knowledge: Understanding of energy-efficient building practices, resource management, and environmentally responsible design.
• Communication & Documentation: Effective communication skills for clarifications, amendments, and reporting, along with the ability to prepare comprehensive proposals with all required annexures and certifications.
