Objectives

The primary objectives of the Coega Automotive Park Project are to develop a cohesive industrial ecosystem integrating automotive manufacturing, warehousing, logistics, and related activities. The project aims to attract automotive manufacturers, suppliers, and logistics providers by offering advanced infrastructure and specialized clusters. It seeks to incorporate sustainable design principles, reduce environmental impacts, stimulate economic growth through public and private investment, and establish a centralized hub for production, storage, and transshipment to enhance supply chain efficiency and competitiveness.

Additionally, the IDC requires a service provider to conduct a pre-feasibility study to assess initial viability, opportunities, and challenges, and to develop a concept masterplan articulating the project's vision and development trajectory.

Scope

The scope involves delivering all components of a Pre-Feasibility Study (PFS), including:

• Initial planning, design, and high-level costing
• Stakeholder engagement and consultation
• Preparation of a comprehensive business case and value proposition
• Development of evaluation tools such as risk registers, SWOT analysis, and decision-making frameworks
• Market assessment covering demand forecasts, industry challenges, and competitive landscape
• Technical review of site conditions, infrastructure, and environmental factors
• Financial viability assessment including revenue projections and financing scenarios
• Design of scalable phased development concepts, including masterplan, architectural fly-throughs, and logistics facilities
• Preparation of promotional materials such as videos and route-to-market strategies

The study is strictly at the pre-feasibility and conceptual level, excluding detailed engineering or bankable designs.

Technical Requirements

The technical requirements include:

• Experience in conducting pre-feasibility studies for industrial projects and automotive industry consulting
• Design and development of industrial park masterplans and multi-modal logistics terminals (road and rail)
• Assessment of market demand, supply chain dynamics, and competitive landscape
• Site analysis including topographical, geotechnical, environmental, and traffic studies
• Development of high-level financial models and viability assessments
• Design of scalable infrastructure including rail yards, warehouses, handling facilities, and intermodal connectivity
• Preparation of promotional and marketing materials, including videos and renderings
• Stakeholder engagement and strategic planning for market entry and operational models

• Expertise in designing industrial park masterplans and multi-modal logistics terminals
