Objectives

The primary objective of this tender is to invite service providers to lease and operate nine (9) heritage-listed businesses in Pilgrim’s Rest for a period of nine years and eleven months. The aim is to maintain and enhance the heritage outlook of the town while contributing to its economic development through sustainable business operations that respect the town’s historical significance.

Scope

The scope includes:

• Leasing nine designated heritage businesses located in Pilgrim’s Rest (Uptown and Downtown).
• Operating these businesses in a manner that preserves the town’s heritage and contributes to tourism and community development.
• Submitting comprehensive business proposals, including operational plans, employment, marketing, and financial strategies.
• Entering into lease agreements with the Department of Public Works, Roads and Transport.
• Adhering to heritage legislation and regulations related to national and provincial heritage sites.

Technical Requirements

The technical requirements encompass:

• Submission of a detailed business plan covering purpose, objectives, proposal, employment, management, contribution to heritage, community development, marketing, experience, and references.
• Provision of bank statements (minimum 3 months, maximum 6 months) and a credit rating from a recognized bank to demonstrate financial standing.
• Indication of rental offers, including escalation rates, initial rental, and total contract value, with separate proposals for each of the nine businesses.
• Compliance with heritage legislation and maintenance of the heritage character of the buildings.
• Submission of mandatory documents such as signed forms, SARS tax compliance PIN, business registration certificates, identity documents, VAT registration (if applicable), and CSD registration.
