Objectives

The primary objective of this tender is to invite proposals from qualified entities to lease a land parcel of 16.25m² at Elliot Basin N in the Port of Cape Town for a period of up to ten (10) years. The purpose is to facilitate storage, refueling, contained handling depots activities, and related port operations, ensuring compliance with relevant laws and regulations.

Scope

The scope includes:

• Leasing of a 16.25m² land parcel at Elliot Basin N, available from 1 April 2026.
• Use of the land for storage, refueling stations, and contained handling activities, with no open dust mineral storage.
• Refurbishment, repairs, upgrades, and capital improvements as necessary.
• Compliance with all applicable laws and regulations related to the use of the land.
• Potential beneficial occupation, subject to approval and business plan submission.

Technical Requirements

The technical requirements encompass:

• Conducting a property inspection prior to submission.
• Preparation of a comprehensive Business Plan detailing proposed operations, use of premises, and compliance measures.
• Provision of environmental commitments, including waste disposal, recycling, and energy conservation.
• Development of a detailed Work Breakdown Structure (WBS), Project Schedule, and Maintenance Plan aligned with the lease duration.
• Submission of cash flow projections demonstrating financial viability over the lease period.
• Adherence to environmental, safety, and port-specific operational standards.

Skills and Experience Requirements

Bidders must demonstrate:

• Minimum of 2 years’ relevant experience supporting the proposed use, supported by company profile and supporting evidence such as lease agreements or verifiable references.
• Supporting references not older than 5 years, including project scope, duration, and client details.
• Bank rating of at least Bank Rating B, issued within the last 3 months, confirming financial stability.
• Capability to operate within port environments, with detailed operational plans and strategies.
• Environmental management commitments and proven environmental performance.
• Experience in project planning, scheduling, and maintenance, with detailed WBS, Gantt charts, and cash flow forecasts.
• Knowledge of port regulations, safety standards, and environmental legislation.
