Objectives

The primary objective of this tender is to solicit proposals from qualified bidders to lease premises of approximately 1502.4 m² at Ocean Road in the Port of Cape Town for a period of up to ten (10) years. The lease aims to facilitate activities such as fabrication of components for container vessels, refueling, contained handling depots, and related port operations, ensuring compliance with all relevant laws and environmental standards.

Scope

The scope encompasses the leasing of the specified premises at Ocean Road, including:

• Provision of the lease for port-related activities such as fabrication, refueling, and handling depots.
• Refurbishment, repairs, upgrades, and capital improvements as necessary.
• Ensuring compliance with applicable laws, environmental regulations, and port policies.
• Conducting inspections and assessments of the property prior to submission.
• Potential beneficial occupation, subject to approval and negotiations.

The lease will include provisions for property management, environmental management, safety, security, and operational responsibilities as detailed in the lease agreement and annexures.

Technical Requirements

• Lease of approximately 1502.4 m² at Ocean Road, Port of Cape Town.
• Activities must support port operations, including fabrication, refueling, and depot handling, with no open storage of dust minerals.
• Compliance with all relevant environmental, safety, and port regulations.
• Preparation and submission of detailed business and environmental plans, including environmental management plans, safety protocols, and operational strategies.
• Provision of detailed work breakdown structures (WBS), project schedules, maintenance plans, and cash flow projections for refurbishment and operational activities.
• Submission of rental offers in accordance with specified schedules, including escalation rates and pricing structures.
• Adherence to environmental and safety standards, including environmental baseline studies and remediation plans if pollution is detected.

Skills and Skills Requirements

• Proven experience of at least 2 years in port-related fabrication, handling, or port operations, supported by company profiles and reference letters.
• Technical competence in port infrastructure refurbishment, maintenance, and operational activities.
• Environmental management expertise, including preparation of environmental plans, impact assessments, and compliance with environmental legislation.
• Project management skills, including detailed work breakdown structures, project scheduling (Gantt charts), and cash flow management.
• Financial capability demonstrated through bank ratings, financial statements, and viability assessments.
• Knowledge of port safety, security, and regulatory requirements, including security clearance where applicable.
• Capacity to develop and implement job creation, skills development, and community engagement initiatives aligned with national development goals.
• Compliance with B-BBEE requirements, including submission of valid certificates or sworn affidavits, and commitment to supplier development and local content.
• Environmental expertise, including the ability to conduct baseline studies, environmental impact assessments, and develop mitigation and remediation plans.
