Objectives

The primary objective of this tender is to solicit proposals from qualified entities to lease a premises of approximately 156m² at Bon 1 in the Port of Cape Town, including parking facilities, for a period of up to ten (10) years. The lease aims to support port operations, facilitate business activities related to port services, and promote development within the port precinct.

Scope

The scope encompasses leasing of a designated port premises located at Bon 1, with an area of 156m², which includes:

• Office space and parking facilities as detailed in Annexure 1 (Lease Plan).
• Use of the premises for port-related activities such as refueling, contained handling depots, leisure activities (e.g., Art Gallery), and other port operations.
• Potential refurbishment, repairs, upgrades, and capital improvements, subject to compliance with applicable laws and approval by Transnet.
• Beneficial occupation and property management, including property condition assessment prior to submission.
• Environmental compliance and environmental management planning as per Annexure 2.

Technical Requirements

The technical requirements include:

• Provision of a comprehensive Business Plan detailing proposed operations, environmental management, and development strategies.
• Demonstration of relevant experience (minimum 2 years) in port or related operations, supported by company profile and reference letters.
• Market analysis demonstrating port-related commercial activity and potential value addition to port operations.
• Development of detailed work breakdown structures (WBS), project schedules, and maintenance plans aligned with the lease duration.
• Provision of a cash flow and financial viability analysis covering the lease period.
• Submission of a competitive rental offer based on the schedule provided, with consideration for market-related rental negotiations if necessary.
• Compliance with environmental, safety, security, and legal standards as specified in Annexure 2 and relevant legislation.

Skills Requirements

The tender necessitates the following skills and competencies from bidders:

• Experience in port operations, property management, or related port services, supported by verifiable reference letters.
• Project management expertise, including development of WBS, project scheduling, and maintenance planning.
• Financial analysis and cash flow management skills to ensure business viability over the lease period.
• Environmental management and compliance capabilities, including environmental impact assessments and mitigation planning.
• Environmental, safety, and security compliance knowledge aligned with port and national legislation.
• Technical proficiency in refurbishment, upgrades, and property development within port environments.
• Ability to develop and implement job creation and skills development initiatives, as outlined in Section 10.
• Proficiency in stakeholder engagement, legal compliance, and environmental management as per Annexures 2 and 11.
