Objectives

The primary objective of the tender is to procure an Independent Certifier (IC) to enhance transparency, provide assurance, and verify the performance of the management contractor under a 5-year Performance-Based Management Contract (PBMC) for the eThekwini Water and Sanitation (EWS). The IC will independently verify achievement of performance targets, certify operational and contractual performance, and support the organization’s reform and risk management efforts.

Scope

The scope of work includes:

• Preparation of a certification and performance assessment plan.
• Assessment and validation of the performance baseline as required by the PBMC.
• Validation of management contractor’s performance across key indicators such as revenue collection, non-revenue water, call center performance, financial and operational metrics, capital expenditure, and risk management.
• Certification of performance data, including interim certifications for Blue Drop and Green Drop standards.
• Provision of independent assurance reports to the EWS and external stakeholders, including verification of compliance and effectiveness of management practices.
• Monitoring and reporting on the achievement of performance targets and incentive payments.

Technical Requirements

The IC must:

• Develop and implement an audit strategy aligned with professional standards and regulatory frameworks.
• Assess the performance management system, control, governance, and risk management arrangements.
• Provide objective, independent reviews and reports on performance against key indicators.
• Ensure independence and impartiality, with no executive role in the organization.
• Have rights of access to all relevant records, information, and assets of the EWS Business Unit.
• Produce annual performance reports and audit strategies, with timely communication to the Metro City Manager and CFO.
• Disclose any threats to independence and maintain professional ethics in accordance with international standards.

Skills and Competencies Requirements

The IC must demonstrate:

• Experience in water and sanitation utilities: Proven track record as an auditor or certifier in water utilities, with at least 15 years’ experience in similar projects.
• Technical expertise: Strong understanding of water and sanitation industry standards, performance management systems, and auditing techniques.
• Qualifications: CA (Auditor) qualification, with minimum 10 years’ post-registration professional experience in management and performance auditing.
• Leadership and independence: Ability to operate independently without conflicts of interest, and to provide objective advice.
• Reporting and communication skills: Ability to prepare comprehensive reports, communicate findings effectively, and liaise with senior management and external stakeholders.
• Methodological approach: Demonstrated ability to develop and implement audit strategies, work plans, and innovative solutions to improve service delivery.

The successful candidate must also possess a thorough understanding of water sector reforms, regulatory compliance, and operational challenges within municipal water utilities.
