Objectives

The primary objective of this tender is to procure a comprehensive Assessment and Employee Mental Wellness Capacitation Programme (EMWP) aimed at enhancing mental health awareness, providing psychosocial support, and building capacity within selected health facilities and administrative offices. The programme seeks to deliver mental health interventions, training, and capacity-building activities to address burnout, trauma, and emotional regulation among healthcare personnel and support staff over a 12-month period.

Scope

The scope of the project includes:

• Implementation of mental health awareness sessions across selected facilities.
• Provision of individual and group counselling, debriefing sessions, and psychoeducational workshops.
• Building capacity for trauma-informed leadership among managers and HR practitioners.
• Ongoing monitoring and evaluation of programme effectiveness through baseline, midline, and endline assessments.
• Delivery of services at multiple locations, including travel and logistics management.
• Provision of training materials, workshop resources, and reporting tools.

Technical Requirements

The technical specifications for the tender include:

• Development and delivery of a detailed implementation plan with clear methodology, phases, and target groups (e.g., EMS, high-care, forensic, call centre staff).
• Provision of qualified multidisciplinary teams comprising registered psychologists, counsellors, social workers, and project managers with relevant professional registrations.
• Demonstration of compliance with POPIA, HPCSA/SACSSP codes, and departmental policies on confidentiality and ethical safeguards.
• Implementation of risk mitigation strategies for confidentiality, burnout, and sensitive cases.
• Establishment of reporting and impact measurement systems, including baseline, midline, and endline evaluation tools.
• Provision of a comprehensive training methodology that is innovative, evidence-based, and tailored to the target groups.
• Logistical planning for onsite services, including travel, accommodation, and resource materials.

Skills Requirements

The successful bidder must demonstrate:

• Experience in implementing mental health programmes within the health or public sector, with references and impact evidence.
• Relevant professional registration and accreditation for facilitators, psychologists, counsellors, and project team members.
• Capability to develop and execute detailed implementation and monitoring plans.
• Proficiency in data collection, analysis, and reporting for impact assessment.
• Ability to manage logistical arrangements for onsite services, including travel and accommodation logistics.
• Capacity to produce comprehensive progress reports and maintain effective communication with the Department throughout the project duration.
