Objectives

The primary objective of this tender is to procure a qualified service provider to supply, install, and integrate CCTV cameras across key locations within the City of Umhlathuze. The project aims to enhance infrastructure security, facilitate real-time monitoring of high-traffic routes and access points, and support the municipality’s commitment to public safety and urban resilience. The CCTV system will enable rapid incident response, vehicle number plate reading, and footage storage for three months.

Scope

The scope of work includes:

• Complete supply, installation, and integration of CCTV infrastructure at designated sites.
• Mapping camera locations with GPS coordinates and integrating them into the control room interface.
• Ensuring full functionality of all cameras within the control system.
• Implementing anti-tampering measures and securing units during operation.
• Installation of cameras at specified intersections and points, with accessories such as poles, tamper-proofing materials, and fibre optic cables.
• Provision of control room equipment, including monitors, desks, chairs, and data storage systems.
• Compliance with health and safety legislation and standards.
• Training local stakeholders for sustainable operation and maintenance, including practical demonstrations and safety briefings.
• Post-installation support and maintenance for one year.

Technical Requirements

The CCTV solution must meet the following technical specifications:

• Cameras capable of daytime and night-time recording.
• Ability to read vehicle number plates.
• Connectivity to the existing City fibre network.
• Integration into the municipality’s control room with real-time monitoring capabilities.
• Recording and storage of footage for a minimum of three months.
• Installation at specified intersections with GPS coordinates, including accessories such as poles, tamper-proofing, and fibre optic cables (lengths are approximate and verified prior to bid submission).
• Adherence to relevant health, safety, and construction standards, including SANS standards and CIDB registration (minimum 3CE).

Skills and Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Company Experience: Minimum of ten years in operation with demonstrated experience in CCTV installation, network infrastructure, or security systems.
• Project Leadership: A project leader with an honours degree in ICT, Electrical, or Civil Engineering and at least ten years of relevant experience.
• Technical Team: A team with qualifications such as a degree, higher diploma, or diploma in ICT, Electrical, or Civil Engineering, with varying years of experience (minimum one year for entry-level certifications).
• Local Content: Materials and equipment sourced from uMhlathuze and/or RSA, including poles, mounting accessories, and fibre cables.
• Health and Safety: A detailed health and safety plan, with operators and site personnel holding valid medical fitness certificates and SACPCMP or similar accreditation.
• Project Management: Ability to develop comprehensive project plans, including Gantt charts, activity breakdowns, and risk management strategies.
• Training & Handover: Capacity to deliver practical training to operators and maintenance personnel, providing manuals, maintenance schedules, warranties, and post-support documentation.
• References: At least five reference letters from previous CCTV or security projects, demonstrating successful project delivery.
