Objectives

The primary objective of this tender is to appoint a qualified service provider to supply security services at the CMS Head Office for a duration of four (4) years. The goal is to ensure effective protection of CMS assets, personnel, and premises through comprehensive security measures, including physical and online security, in compliance with relevant legislation.

Scope

The scope encompasses the provision of security services at CMS Head Office located at Block A, Eco Glades 2 Office Park, 420 Witch-Hazel Avenue, Eco Park, Centurion, for four years. It includes deploying security personnel across various shifts, managing access control, monitoring security footage, emergency response, supervision, and reporting. The scope also covers supervisory and management responsibilities, resource provision, and compliance with statutory requirements.

Technical Requirements

• Provision of security guards (Grade A, B, C) for day (06:00-18:00) and night (18:00-06:00) shifts, including weekends and public holidays.
• Deployment of security personnel with specified minimum duties such as access control, visitor screening, patrols, monitoring security footage, and emergency tasks.
• Supervision and management of security staff, including daily site visits, quality oversight, and training.
• Provision of communication equipment (e.g., two-way radios, PTT devices) and other necessary security tools.
• Compliance with PSIRA registration and certification requirements for the company, security personnel, and management.
• Adherence to Occupational Health and Safety Act and development of a Health and Safety Plan.
• Implementation of contingency plans for labour unrest, strikes, or emergencies, including response times and safeguarding measures.
• Regular reporting to CMS, including weekly and monthly security reports and quarterly review meetings.
• Compliance with relevant legislation, including Control of Access to Public Premises and Vehicles Act, and other statutory obligations.

Skills Requirements

• Qualified security personnel with valid PSIRA registration and training aligned with PSIRA standards.
• Experienced security supervisors and managers capable of overseeing operations, implementing procedures, and ensuring quality standards.
• Personnel with good communication skills, professionalism, and the ability to liaise effectively with CMS staff and visitors.
• Management staff with experience in supervising security teams, resource management, and reporting.
• Ability to develop and execute contingency and emergency response plans.
• Proficiency in security technology, including CCTV monitoring and communication devices.
• Demonstrated capacity to comply with statutory requirements and maintain high standards of security service delivery.
