Objectives

The primary objective of this tender is to solicit proposals for the long-term lease and development of Erf 5945, Extension 15, Piet Potgietersrust, measuring 5728m². The development aims to accommodate either Business 1 or Residential 2-4 uses, with a focus on creating sustainable, high-density residential units and/or commercial spaces aligned with municipal planning and regulatory frameworks.

Scope

The scope encompasses:

• Development of Erf 5945 with potential rezoning from Industrial 1 to Business 1 or Residential 2-4.
• Submission and approval of site development plans and building plans in accordance with applicable legislation (e.g., SPLUMA, NEMA).
• Design and construction of residential or commercial buildings, maximising land use with amenities such as communal spaces, gyms, rooftop gardens, etc.
• Lease agreement for a period of 30 years, with provisions for land use rights, cession, and assignment subject to municipal approval.
• Compliance with environmental, water use, and municipal bylaws, including obtaining necessary statutory approvals.
• Demonstration of capacity to deliver, manage, and finance the development project.

Technical Requirements

The technical requirements include:

• Submission of a site development plan for approval prior to construction.
• Design of high-density residential units with a maximum height of 6 storeys, building line setbacks, and coverage of 60%.
• Compliance with building regulations, SPLUMA, NEMA, and municipal bylaws.
• Preparation of detailed cost estimates, development schedules, and environmental impact assessments.
• Provision of professional team profiles, including architects, engineers, quantity surveyors, health & safety officers, and project managers with relevant experience.
• Demonstration of financial capacity, including funding arrangements and feasibility studies.
• Implementation of empowerment and community benefit plans, including local procurement, community engagement, and partnership with local enterprises.

Skills and Skills Requirements

The tenderer must possess and demonstrate:

• Experience in large-scale development projects, particularly residential and commercial developments.
• Professional registration and post-registration experience of key team members:
• Architects (minimum 3 years post-registration, with references for projects > R10 million)
• Quantity Surveyors (minimum 3 years post-registration, references for projects > R10 million)
• Civil and Electrical Engineers (minimum 3 years post-registration, references for projects > R10 million)
• Project Managers (minimum 3 years experience, references for large projects)
• Health & Safety Officers (minimum 3 years experience, references for projects)
• Community Facilitators (minimum 3 years experience, references for relevant projects)
• Capability to prepare and manage detailed development and financial plans, including cost estimates, schedules, and funding models.
• Proven ability to deliver sustainable, high-density development aligned with municipal planning policies.
• Demonstrated capacity for community engagement, local procurement, and empowerment initiatives.
• Financial strength and capacity to secure funding or investment for the project.
